Mr. Fialho referred to public workshops which are scheduled on May 10 and 24, 2011, and as <br /> necessary, June 7, 2011. The workshops will serve to educate the public on how the budget is <br /> put together, liabilities and unfunded liabilities, what is a deficit versus an unfunded liability, what <br /> are the implications on the City's budget, and soliciting comments on how the City might <br /> approach fiscal reform long -term. <br /> Councilmember McGovern said she did not think the public realizes that the City's $177 million <br /> in unencumbered assets are earmarked for projects in the City based on long -term goals and <br /> the management of City infrastructure. She cited staffs long -term vision and goals, and thinks <br /> it's what sets Pleasanton apart from other cities. <br /> Councilmember Sullivan hoped for public participation at workshops and voiced the need for a <br /> plan to fairly consider all interests. He recognized staff for their work in making the Operating <br /> and CIP budgets work given the very difficult economic times. <br /> Mr. Fialho clarified that the City is currently in a collective bargaining process. The Council has <br /> provided parameters to staff based on community input and is working to implement this <br /> collaboratively with the unions. He thinks Councilmember Sullivan's comments regarding a <br /> roadmap for sustainability long -term applies to a "going- forward" basis as staff approaches other <br /> contract renewals and a plan that is sustainable for the City. <br /> MOTION: It was m/s by McGovern /Sullivan to adopt Resolution 11 -431 accepting the Midyear <br /> 2010/11 FY Operating Budget Update.
