off-ramp; West Las Positas Boulevard at Stoneridge Drive, and El Charro Road at <br />I-580EB. <br />Ms. Giffin stated that the Alameda County Congestion Management Agency (ACCMA) <br />requested that the City run ACCMA's traffic model and analyze impacts to its adopted <br />link segments to determine if there are any impacts to the link segments resulting from <br />the project. She noted that under the Preferred Project, there would be impacts to five <br />of ACCMA's link segments: Stoneridge Drive east of Santa Rita Road, Stanley <br />Boulevard east of Valley Avenue, SR-84 between Stanley Boulevard and Vineyard <br />Avenue, SR-84 near Little Valley Road, and I-580 between Airway Boulevard and Isabel <br />Avenue. <br />Mr. Dolan stated that after staff had gone through the analysis and identified the <br />impacts and mitigations for the project, staff identified the following significant <br />unavoidable impacts which are discussed in the SEIR: <br />1. The impacts to aesthetics and visual quality are purely related to the fact that the <br />project would convert the site from a purely rural site to a developed site. <br />2. This project will have the same air quality impacts that the original approval had. <br />3. There would be climate change impacts that would exceed the current threshold, <br />notwithstanding that threshold continued to evolve. <br />4. There would be a significant unavoidable noise impact related to the fact that the <br />City's General Plan 2005-2025 has a new threshold which states that if noise <br />increases more than 4dB, regardless of baseline noise levels, it is identified as a <br />significant impact. <br />5. There are some impacts related to traffic; in particular, one outside of <br />Pleasanton's jurisdiction at the intersection of Dublin Boulevard and Dougherty <br />Road, in which the City of Dublin has indicated that it does not believe mitigation is <br />feasible. There are also several roadway link segments between intersections <br />where volume will exceed the ACCMA standards. <br />Mr. Dolan indicated that when there are significant impacts that are unavoidable, CEQA <br />states that there is still an opportunity to move forward with the project by fully <br />disclosing those impacts and making findings related to the benefits of the project, <br />including why the benefits outweigh the significant unavoidable impacts. He noted that <br />staff has prepared that analysis and that these benefits are the bases for the proposed <br />Statement of Overriding Considerations. These include: <br />1. The project would allow the retention of the existing auto sales business in a <br />facility that is very suitable for the business and which would provide benefits to <br />the City, including jobs, convenience to residents, and tax revenue. <br />PLANNING COMMISSION MINUTES, May 26, 2010 Page 7 of 27 <br /> <br />
