Commissioner Pearce stated that picking a number is arbitrary and that she was not <br />comfortable picking a number if she did not have the back-up information detailing the <br />rationale behind the ratios employed by the various agencies. <br />Commissioner O’Connor indicated that other issues that were brought up include the <br />truck route and the timing. He indicated that the Commission does not have the <br />conditions of approval at hand, and, therefore, there is no way of knowing if these were <br />included or not. <br />Commissioner Blank stated that the City Code has a provision for vehicles exceeding <br />three tons. <br />Mr. Dolan indicated that staff has committed to adding those conditions if they are not <br />already included in the PUD recommendation to the City Council. <br />Commissioner O’Connor stated that the only other item that has not been covered is the <br />sound-attenuating pavement. He asked the Commissioners if they wanted to make a <br />recommendation. <br />Commissioner Blank replied that the reason he did not include this was that when he <br />initially asked the question, he was not aware that the threshold for multi-family <br />residential units was 65dB. He added that Mr. Tassano had indicated that from the <br />City’s perspective, it would make sense to repave the entire area if the City is repaving <br />in the area. He stated that he did not think it was not necessary to include this as a <br />recommendation. <br />Commissioner O’Connor inquired if the Commission would like to recommend having <br />the Council consider doing all the repaving at one time. <br />Commissioner Blank stated that he did not have data to make that call. <br />Commissioner O’Connor stated that he is trying to be sensitive to fact that he believes <br />the Commission is recommending extending Stoneridge Drive earlier than when several <br />hundred residents thought it was going to happen, and he wanted to find a way to <br />mitigate these earlier impacts. He added that most people know the road was going to <br />come through at some point, but he believed there were some promises made, and <br />these homeowners will undergo impacts earlier than when they anticipated. He noted <br />that there were not going to have other mitigations in place, such as a bypass road, and <br />he was looking at what can be done to reduce the impact. <br />Commissioner Blank stated that when this issue comes up, the homeowners can come <br />forward and ask the City Council to repave all of Stoneridge Drive. He reiterated that he <br />did not have enough data to make a recommendation, and Mr. Tassano was not ready <br />either to speak in detail regarding the cost of that additional repaving. <br />PLANNING COMMISSION MINUTES, May 26, 2010 Page 25 of 27 <br /> <br />
