Commissioner Blank moved to recommend to the City Council to: (1) certify the <br />SEIR; (2) rescind the previous CEQA findings, Statement of Overriding <br />Considerations, and Mitigation Monitoring and Reporting Plan, as well as the <br />actions taken by the Council approving the Specific Plan Amendment and the <br />Pre-zoning and Re-zoning of the project site; (3) approve the revised CEQA <br />findings, Statement of Overriding Considerations, and Mitigation Monitoring and <br />Reporting Plan reflecting the Preferred Project, as well as the Specific Plan <br />Amendment and the Pre-zoning and Rezoning of the property; (4) consider <br />directing staff to study the feasibility of installing a soundwall along the south <br />side of Stoneridge Drive between Guzman and Trevor Parkways; (5) direct staff to <br />work in cooperation with ACSPA to plant San Joaquin spearscale seeds on the <br />community park site if appropriate; and (6) carefully consider the appropriate <br />ratio for the mitigation of the San Joaquin spearscale as part of this project. <br />Commissioner Pearce inquired about the use of the phrase “as appropriate” as opposed <br />to establishing a standard ratio with respect to the planting of San Joaquin spearscale <br />seeds on the community park site. <br />Chair Olson indicated that he would like to have two motions, with the first including the <br />required action and the second addressing the non-CEQA additional items <br />Commissioner Blank withdrew Nos. 4, 5, and 6 from his motion. <br />Commissioner Pearce seconded the motion. <br />ROLL CALL VOTE: <br />AYES: Commissioners Blank, O’Connor, Olson, Pearce, and Pentin. <br />NOES: None. <br />ABSTAIN: None. <br />RECUSED: None. <br />ABSENT: Commissioner Narum. <br />Resolutions Nos.
