6. PUBLIC HEARINGS AND OTHER MATTERS <br />Matter Continued for Decision: <br />a. PAP-148, Mark Lobaugh/Complete Wireless Consulting Inc. <br />Appeal of the Zoning Administrator’s denial of design review application <br />for the construction of a 65-foot tall faux pine tree to be operated as a <br />wireless facility for Verizon Wireless at 6890 Koll Center Parkway. <br />Zoning for the property is PUD-I/C-O (Planned Unit Development – <br />Industrial/Commercial- Office) District. <br />This item was continued from the September 22, 2010 meeting. <br />Janice Stern presented the staff report and gave a brief summary of the appeal and the <br />proceedings at the last meeting. She noted that the neighbors had submitted another <br />letter regarding their opposition to the project, a copy of which had been provided to the <br />Commissioners. <br />Commissioner Blank stated that the consultant’s report mentions one two-foot <br />microwave dish and one four-foot microwave dish mounted on the faux tree. He <br />inquired what the heights of the dishes are. <br />Ms. Stern replied that she did not know and that the representative from Verizon could <br />respond when he makes his presentation.She then introduced the City's wireless <br />consultant, Mr. Peter Gruchawka of Accord Communications. <br />Mr. Gruchawka stated that he was contracted by the City to review information <br />submitted for the Verizon application to determine whether the pole could be of a <br />different height or the facility located at a different building. He indicated that this can <br />only be done by reviewing the data submitted by Verizon.He added that, to his <br />knowledge, Verizon has submitted two coverage maps showing the existing coverage, <br />the simplistic view from their current network, and enhanced coverage by adding this <br />particular site. <br />Mr. Gruchawka stated that from a technical standpoint, the maps do not provide enough <br />information to determine what the real changes would be. He noted that there are no <br />indications of the signal strength Verizon is trying to achieve or the areas for which <br />Verizon is trying to enhance coverage. He added that no technical information was <br />provided with respect to the alternative sites; only simple statements that they would not <br />work. He indicated that he needs more information in order to arrive at a conclusion <br />that would be objective, based on the criteria Verizon is looking at. <br />Commissioner Blank inquired if the maps included proposed signal-to-noise ratios. <br />Mr. Gruchawka replied that they did not. <br />PLANNING COMMISSION MEETING MINUTES, October 27, 2010 Page 4 of 17 <br /> <br />
