THE CITY OF 11 <br /> - -=' CITY COUNCIL AGENDA REPORT <br /> PL S TONa <br /> April 19, 2011 <br /> Community Development <br /> Traffic Engineering Division <br /> TITLE: REVIEW THE TRI- VALLEY TRANSPORTATION COUNCIL STRATEGIC <br /> EXPENDITURE PLAN AND ADOPT A RESOLUTION UPDATING THE TRI- <br /> VALLEY TRANSPORTATION DEVELOPMENT FEE <br /> SUMMARY <br /> The Tri- Valley Transportation Council (TVTC) has completed the Strategic Expenditure <br /> Plan (SEP), which includes the identification of project priority and future funding of <br /> TVTC projects. The Pleasanton City Council requested the completion of the Strategic <br /> Expenditure Plan prior to adoption of the updated Tri - Valley Transportation <br /> Development (TVTD) Fee. <br /> The Strategic Expenditure Plan is based on an increase of the TVTD Fee to 35% of the <br /> maximum allowable fee. The fee structure contains a phased increase, with the first <br /> increase occurring on January 1, 2012, and the final increase occurring on January 1, <br /> 2013. <br /> RECOMMENDATION <br /> Review the Strategic Expenditure Plan and updated TVTD Fee and approve the <br /> resolution to adopt the 2011 SEP and the TVTD Fee Schedule. <br /> FINANCIAL STATEMENT <br /> The Strategic Expenditure Plan will not have a financial impact to the City of <br /> Pleasanton, but includes regional funding priorities and funding programming of the <br /> TVTD Fee, which could impact future Tri - Valley projects and expenditures. <br /> The Tri - Valley Transportation Fee is collected for every development project in the City <br /> of Pleasanton. These fees go directly into the Tri - Valley Traffic Fee account for use on <br /> the identified projects. The TVTD Fee Update will increase the fees collected on all <br /> types of developments. These increases, while resulting in a fee that is only 35% of the <br /> maximum allowable fee identified in the Nexus Study, will increase the TVTD Fee <br /> between 60% to 116% of the current fee. <br />
