BACKGROUND <br /> Council awarded the contract to the lowest responsible bidder, Grade Tec, Inc. on May <br /> 4, 2010. This project was designed to improve the sidewalk accessibility and overall <br /> street appearance for the new Firehouse Arts Center located on Railroad Avenue. The <br /> project as described below has since been completed and is ready for acceptance. <br /> DISCUSSION <br /> The project consisted of removing and replacing the sidewalk on the north side of <br /> Division Street between Main Street and Railroad Avenue to ensure adequate <br /> pedestrian access for persons with disabilities. New street trees were planted as the <br /> current ones restricted pedestrian access and were determined to be in poor health <br /> condition with numerous defects in structural stability. <br /> Other amenities included the installation of decorative street lights (similar to Main <br /> Street), and the installation of a redwood fence along portions of the south side of <br /> Division Street and Railroad Avenue. <br /> The curb returns at the intersection of Division Street and Railroad Avenue were <br /> improved to include pedestrian bulb -outs with concrete pavers (similar to Main Street). <br /> In addition, the newly placed asphalt concrete received a colored street imprint design <br /> with a grid pattern that matched the entrance to the Firehouse Arts Center. Immediately <br /> following construction of the subject project, Railroad Avenue, Division Street, and <br /> Spring Street received slurry seal applications and were re- striped. <br /> Budget <br /> Funding for this project was transferred from the Capital Improvement Program <br /> Reserve, CIP No. 068018, into the Division Street and Railroad Avenue Improvements <br /> project, CIP No. 098044. Council approved a total project budget of $284,375, of which <br /> $273,203 was spent. During construction, nine change orders were issued for a total <br /> amount of $13,861 due to unforeseen field conditions and the modification of the <br /> original plans which included additional asphalt curbing, roadway grading, and curb <br /> striping for the Firehouse Arts Center.
