BACKGROUND Council awarded the contract to the lowest responsible bidder, Grade Tec, Inc. on May 4, 2010. This project was designed to improve the sidewalk accessibility and overall street appearance for the new Firehouse Arts Center located on Railroad Avenue. The project as described below has since been completed and is ready for acceptance. DISCUSSION The project consisted of removing and replacing the sidewalk on the north side of Division Street between Main Street and Railroad Avenue to ensure adequate pedestrian access for persons with disabilities. New street trees were planted as the current ones restricted pedestrian access and were determined to be in poor health condition with numerous defects in structural stability. Other amenities included the installation of decorative street lights (similar to Main Street), and the installation of a redwood fence along portions of the south side of Division Street and Railroad Avenue. The curb returns at the intersection of Division Street and Railroad Avenue were improved to include pedestrian bulb -outs with concrete pavers (similar to Main Street). In addition, the newly placed asphalt concrete received a colored street imprint design with a grid pattern that matched the entrance to the Firehouse Arts Center. Immediately following construction of the subject project, Railroad Avenue, Division Street, and Spring Street received slurry seal applications and were re- striped. Budget Funding for this project was transferred from the Capital Improvement Program Reserve, CIP No. 068018, into the Division Street and Railroad Avenue Improvements project, CIP No. 098044. Council approved a total project budget of $284,375, of which $273,203 was spent. During construction, nine change orders were issued for a total amount of $13,861 due to unforeseen field conditions and the modification of the original plans which included additional asphalt curbing, roadway grading, and curb striping for the Firehouse Arts Center. Staff recommends that the unspent balance of $11,173 be transferred back into the Capital Improvement Program Reserve (see Attachment 2 for details of the project funding and expenditures).
