Box 520 C �,, <br /> Pleasanton, CA 94566 <br /> Dear Mayor Hosterman: <br /> SUBJECT: City of Pleasanton, California <br /> Annual Community Assessment Report <br /> Program Year 2009 <br /> The Department of Housing and Urban Development (HUD) annually reviews the <br /> performance of the City of Pleasanton's management and administration of its Community <br /> Development Block Grant (CDBG), Home Investment Partnership Program (HOME), and other <br /> Federal program funds. These funds are used to implement strategies identified in the City's <br /> five -year Consolidated Plan for preserving existing affordable housing, developing new <br /> affordable housing, improving neighborhoods, and expanding economic opportunities for low - <br /> and moderate - income people. <br /> Our office has completed the review of the City's 2009 Consolidated Annual <br /> Performance Report (CAPER). Based upon the information presented in the CAPER and other <br /> available information previously submitted, including the Consolidated Plan and the 2009 <br /> Annual Action Plan, we have concluded that the City has the continuing capacity to implement <br /> its HUD programs in an effective and timely manner. Additionally, the City's administration of <br /> HUD programs was in conformity with the requirements of the Housing and Community <br /> Development Act and other applicable laws and regulations. The City's CAPER reflects its <br /> efforts and accomplishments relative to the goals, outputs, and outcomes established at the <br /> beginning of the program year. Our review of the CAPER found that Pleasanton continues to <br /> make progress in addressing its performance goals, not only during PY 2009, but during its <br /> 2005 -2010 Consolidated Plan cycle. <br /> In Program Year 2009, the City was awarded $278,670 in CDBG funds. This grant was <br /> combined with $1306 in program income for a total of $278,669. Approximately, 100 percent <br /> of the CDBG funds were expended on eligible activities that primarily benefited low- and <br /> moderate- income residents. As in previous years, the City also used a combination of other <br /> federal, State, and local funding sources including, HOME, California Housing Finance Agency <br /> funds, the City's Lower- Income Housing Fund, and money from the General Fund to improve <br /> the living conditions of its low- and moderate- income residents. <br /> Page 25 of 32 <br />
