THE CITY OF 22 <br /> PLEASANTON® CITY COUNCIL AGENDA REPORT <br /> April 19, 2011 <br /> Assistant City Manager <br /> TITLE: APPROVE THE ALLOCATION OF HOUSING AND HUMAN SERVICES <br /> GRANT (HHSG) AND COMMUNITY GRANT PROGRAM FUNDS FOR THE <br /> FISCAL YEAR 2011 GRANT FUNDING CYCLE (CITY FY 2011 -12) <br /> SUMMARY <br /> The City recently streamlined its annual grant process to combine funding from CDBG, <br /> HOME, Lower Income Housing Funds, and City Grant General Funds into a single <br /> Housing and Human Services Grant (HHSG) program. The arts /culture and youth <br /> components of the former City Grant program were recombined to form the new <br /> "Community Grant" (CG) program. This report summarizes the new applications that <br /> were received for HHSG and CG funding and makes a recommendation to allocate <br /> funds for the coming fiscal year, which begins July 1, 2011. A listing of the <br /> recommended HHSG programs is included as Attachment 1, Table A and the listing of <br /> the recommended CG programs is included as Attachment 1 Table B. <br /> HUMAN SERVICES / HOUSING COMMISSIONS RECOMMENDATION <br /> Allocate $673,000 in HHSG funds as detailed in Attachment 1, Table A. <br /> CIVIC ARTS / YOUTH COMMISSIONS RECOMMENDATION <br /> Allocate $79,480 in CG funds to 17 projects and carry over $3,243 to the FY 2012 -13 <br /> grant cycle as detailed in Attachment 1, Table B. <br /> RECOMMENDATION <br /> Staff concurs with the Commission recommendations and recommends that the Council <br /> adopt the attached draft resolution (Attachment 1) approving the allocation of HHSG <br /> and CG funds for FY 2011 (as listed in Tables A and B of that attachment) and <br /> authorizing the City Manager to enter into contracts with subrecipients and take all other <br /> actions necessary to carry out the HHSG and CG programs for FY 2011. In addition, <br /> staff requests the City Council provide feedback regarding interest in evaluating the <br /> potential for combining the 1-luman Services Commission and the Housing Commission <br /> into a single commission. <br /> FINANCIAL STATEMENT <br /> In addition to CDBG and HOME Funds, if approved as recommended, the City would <br /> commit a total of $93,000 in City Lower Income Housing Funds, $140,000 in General <br /> Funds for the HHSG program, and $79,480 in General Funds for the CG programs. As <br /> a result, the total General Fund allocation is $219,480. Total funding from all sources <br /> (including a CG carry-over of $3,243 to next fiscal year) for both the HHSG and the CG <br /> programs is $755,723. <br />
