BACKGROUND <br /> This project is part of the annual maintenance program and will include removal and <br /> replacement of sidewalk that presents tripping hazards and damaged curb & gutter. <br /> Access ramps that are damaged or missing near the project work area will also be <br /> replaced to meet the current ADA standards. The locations are selected from the Street <br /> Department work order list and also from direct requests from residents to the Traffic <br /> Division (see Attachment 1 for project locations). <br /> DISCUSSION <br /> Bids <br /> Sealed bids for this project were opened on March 28, 2011. There were a total of 7 <br /> (seven) bids received ranging from $198,967.50 to $242,731.00, compared with the <br /> engineer's estimate of $200,000 for the project (see Attachment 2, Bid Summary). <br /> The low bid of $198,967.50 was received from Rosas Brothers Construction of Oakland, <br /> California. Since all bid documents were found to be in order and past work performed <br /> by this contractor was verified to be satisfactory, staff is recommending award of the <br /> construction contract to this firm. <br /> Budget <br /> Staff recommends that the construction contingency amount for this project be set at <br /> 20% of the construction contract due to potential expansion of project limits due to latent <br /> defects that become apparent during the demolition phase. Since the project balance <br /> in the Annual Curb and Gutter Replacement project is not enough to complete the <br /> project, staff recommends transferring $88,153 from the Annual Sidewalk Maintenance <br /> project, CIP No. 105012.
