State legislature and the Governor to do something. She said the report is good at explaining
frequently asked questions having to do with public and private sectors.
Councilmember Cook - Kallio cited another good report, The Callister Letter, released on Friday,
and noted some information is consistent and some contradictory. She suggested that
everybody review all data before offering or taking a position.
Mr. Fialho referred to public workshops which are scheduled on May 10 and 24, 2011, and as
necessary, June 7, 2011. The workshops will serve to educate the public on how the budget is
put together, liabilities and unfunded liabilities, what is a deficit versus an unfunded liability, what
are the implications on the City's budget, and soliciting comments on how the City might
approach fiscal reform long -term.
Councilmember McGovern said she did not think people realize that the $177 million in
unfunded liabilities are not earmarked for projects in the City based on long -term goals of
management of City infrastructure. Ms. Wagner said City management is very motivated to fix
its unfunded liability, but funds need to be identified to do this. The Council must be willing to
look at the $177 million and identify funds that could be used to pay down the amount, and it is
a matter of policies and priorities. The Council must add liabilities as well as adding assets to
the City, which shows there is $177 million that appears to be unencumbered. GASB 53
implementation is changing the way in which cities identify what is encumbered, which became
effective June 1, 2010.
Councilmember McGovern cited staffs long -term vision and goals, and thinks it sets Pleasanton
apart from other cities.
Councilmember Sullivan hoped for public participation at workshops and voiced the need for a
plan to fairly consider all interests. He recognized staff for their work in making the Operating
and CIP budgets work given the very difficult economic times.
Mr. Fialho clarified that the City is currently in a collective bargaining process. The Council has
provided parameters to staff based on community input and is working to implement this
collaboratively with the unions. He thinks Councilmember Sullivan's comments regarding a
roadmap for sustainability long -term applies to a "going- forward" basis as staff approaches other
contract renewals and a plan that is sustainable for the City.
MOTION: It was m/s by McGovern /Sullivan to adopt Resolution 11 -431 accepting the Midyear
2010/11 FY Operating Budget Update.
