BACKGROUND <br /> Over the past year the City has met and conferred with various employee groups <br /> regarding employees paying a portion of their retirement benefits. In addition, <br /> unrepresented employees will also begin contributing towards their pension costs. The <br /> Internal Revenue Code 414 (h)(2) allows for employee contributions to be made on a <br /> pre -tax basis (this does not apply to employer's contribution portion). Adopting this <br /> provision is a common practice of organizations requiring employee contributions <br /> towards CaIPERS retirement benefits; it is at no cost to the City and provides a tax - <br /> deferral benefit to the employees. The City intends to make this program available to all <br /> employees under the CaIPERS retirement system including but not limited to: City <br /> Manager, City Attorney, department heads, middle managers, confidential employees, <br /> members of Pleasanton City Employees Association /AFSCME, members of the <br /> Pleasanton Police Officers Association, members of the International Fire Fighters <br /> Association and other unrepresented employees who make contributions towards the <br /> CaIPERS retirement system. The attached resolution, a template provided by <br /> CaIPERS, must be approved by the governing body of the agency.
