PROJECT DESCRIPTION AND BACKGROUND <br />The Leroudiers are requesting to install a new second -floor 4'x4' horizontal slider <br />window on the south elevation of their home. As proposed, the window would be <br />located within an existing second -floor bedroom that has two existing windows on the <br />east side of the room (Please see Figure 1 below and Figure 2 on page 3). Prior to <br />submitting an Administrative Design Review application, the Leroudiers approached <br />their neighbors who would be most impacted by the new window. The neighbors stated <br />that they did not have issues with the proposed window and the Leroudiers submitted <br />an application for Administrative Design Review for the installation of the new second - <br />story window. <br />Staff was later contacted by Catherine Pranoto, the Leroudiers' immediate south side <br />neighbor, stating her retraction of support for the proposed window. Ms. Pranoto <br />acknowledged that she initially did not have concerns with the Leroudiers' request; <br />however, she now felt that the window would create privacy concerns. Ms. Pranoto <br />stated that she was agreeable to allowing the window if it had a higher window sill (i.e., <br />minimum window sill height of 6 -feet) and she was not opposed to landscaping; <br />however, she felt, at the time, that landscaping would not mitigate her privacy concerns. <br />The Leroudiers were not agreeable to modifying the window or installing landscaping <br />and a Zoning Administrator hearing was scheduled. <br />Figure 1: Window locations <br />Approximate Location <br />of Existing Windows <br />Location of <br />Bedroom <br />Page 2 of 8 <br />
