Current City Council Priorities <br />::- <br />1 <br />Regional Transportation <br />High Speed Rail <br />State Route 84 <br />Happy Valley Bypass Road Financing Plan <br />Development of principles and guidelines for improved traffic <br />circulation <br />BART to Livermore <br />Implement improved traffin circulation measures <br />TRAFFIC <br />A <br />Goals <br />Actively participate with the Alameda County Congestion Managernent <br />Agency, the Metropolitan Transportation Commission, and the Tn-Valley <br />Transportation Council to develop and implement regional transportation <br />plans and systems whicn benefit Pleasanton and the Tri-Valley <br />Continue to monitor regional rail and high-speed rail plans and consider <br />impacts on and benefits for Pleasanton <br />Support State and regional efforts to improve State Route 84 including <br />the widening to four lanes between Pigeon Pass and 1-680 <br />This project would involve the development of various funding options <br />for the recommended road alignment, including use of debt, cash or <br />oublic/pnvate financing The City currently has $1 million in reserve for <br />design and construction costs; overall project costs will likely exceed <br />this amount. <br />Through public meetings, develop principles and guidelines to allow for <br />the implementation of improved circulation throughout the City The <br />Traffic Circulation Element will be used as a framework for <br />implementation, including but not limited to, local and regional <br />infrastructure improvements, signal timing, best practices, the bike and <br />,pedestrian master plan and other related initiatives <br />In addition: <br />• Initiate bi-annual reports to the City Council regarding intersections <br />that have the potential to exceed level of service D. <br />• Continually update computer-control technology for traffic lights. <br />Continue to coordinate and synchronize computer-controlled traffic <br />signals on major city streets <br />• Annually implement the City's Traffic-Calming Program and conduct <br />appropriate outreach with neighborhoods. <br />• VVork with Pleasanton Unified School District to strengthen the <br />school's traffic-calming and shared-parking solutions in the Rides-to- <br />School Program <br />• Address pedestrian and bicycle safety issues as needed <br />The City of Pleasanton currently supports the 1-580 alignment to <br />Greenville Road Alternative, <br />Project Description <br />r CDD <br />CDD <br />CDD <br />CMO/Finance <br />§ <br />CDD <br />Responsible <br />i <br />Ongoing <br />Ongoing. City does not support downtown alignments, rather supports 5801680 alignment or South Livermore/State Route 84 <br />alignment City has communicated official position to the planning authority and will continue to monitor efforts <br />Ongoing. The City was successful in having State Route 84 prioritized consistent with the Triangle Study. Funding has also been <br />earmarked by TVTC for completion of environmental work. Future funding for construction will require cooperation from multiple <br />agencies, including TVTC, State and Federal <br />Delayed. Funding partially dependent on future development in the Happy Valley area <br />Underway/Ongoing. Signal coordination work is ongoing and improving through advanced technologies. The Pedestrian and Bicycle <br />Master Plan is complete A new Pedestrian, Bicycle and Trails Committee was formed to implement the Pedestrian and Bicycle <br />Master Plan as well as the Community Trails Master Plan Testing is underway at various intersections to incorporate bicycle <br />detection at all traffic signal focations, Traffic Calming prioritization for 2011 is complete and public process will begin in Spring 2011 <br />Biennial Level of Service report will be presented to the City Council in Spring 2011 to measure intersection performance <br />Completed The City of Pleasanton was successful in advocating for an alignment that avoided East Pleasanton and the Staples <br />Ranch area The BART adopted alignment remains on the 580 median until Portola Avenue.
