square feet of group usable open space be required per unit for projects between
40 and 45 units per acre, and that projects which exceed 45 units per acre be
required to provide 200 square feet per dwelling unit.
The City Council appeared to concur with the Planning Commission's recommendation
on the following topics:
• Public Park: City Council members concurred with the Planning Commission's
recommendation that the City provide incentives for a public park, and discussed
considering a public: park on Parcel 1 as well as Parcels 2 or 3. Staff
recommends the City Council add the following language to the document:
8.8.4: The City shall provide incentives for the location of a public park on either
Parcels 1, 2 or 3.
• Density: The City Council appeared to concur with the Planning Commission's
recommendation of retaining the density range of 30 to 55 units per acre included
in the guidelines. Stiff supports this recommendation.
• Owens Drive: Although one Council member specifically supported option 1A,
Council members generally appeared to concur with the Planning Commission's
recommendation to include a third option for reconfiguration of Owens Drive and
to maintain the ability to implement any of the three options.
• Uses: Under "Social services office ", clarify that meeting space is permitted.
Add "Adult bookstore" as a prohibited use; clarify that a "residential only" (i.e.
live /live) is allowed under Allowed Uses — Live/Work Space. Staff concurs with
this recommendation.
One Council member raised a concern regarding how the Vision Statement would be
implemented by future development, and how the amenities described in the Vision
could be translated into a Livability Standard that would be used to evaluate future
proposals. Staff suggests City Council consider the following addition to the Hacienda
TOD Standards and Design Guidelines:
B.11 Livability Standard
B.11.a. Residential development shall satisfy the standards in this document
relating to:
• The provision of pedestrian and bicycle connections to BART, the Iron
Horse Trail, and between the sites (C2: TOD Framework Diagram and A5.
Pedestrian /Bike Paths — Iron Horse Trail Connection)
• Group Useable Open Space (B. Non -Core PUD Regulations)
• Landscaped Paseos (B.6)
• Open Space, Landscaping and Lighting (B8, B9, and B10)
and shall also incorporate residential amenities such as play /activity areas,
pools, water features, fitness facilities, and community rooms.
