ATTACHMENT 5 <br />PAP -151, Kona Susanto and Catherine Pranoto (PADR -2138, Frederic and Yining <br />Leroudier, Applicants) <br />Appeal of the Zoning Administrator's approval of an Administrative Design Review <br />to install a second -story window on the right (south side) elevation of the existing <br />residence located at 5252 Meadowwood Court. Zoning for the property is <br />R -1 -6,500 (One - Family Residential) District. <br />Commissioner Pearce recused herself from the item, stating that she lives in close <br />proximity to the subject site. <br />Mr. Otto also noted that because Ms. Stern was the Zoning Administrator for the item, <br />he would act on her behalf, and Ms. Amos would provide the presentation. <br />Natalie Amos presented the staff report and described the scope, layout, and key <br />elements of the appeal. <br />Commissioner Blank stated that he would never question the sagacity of the City's <br />Municipal Code, as it is very wise in its foundations. He noted that the Code does not <br />require an egress for a solid wall; however, if a window is installed on that wall, an <br />egress is required, even if they could not get out of the room through that wall before <br />the window was installed or there is a window on the opposite wall. <br />Ms. Amos indicated that the existing window does not meet current Code standards and <br />that the new window would have to meet those standards. <br />Commissioner Blank inquired if installing the proposed window with a higher sill would <br />meet current Code standards. <br />Ms. Amos replied that it would meet current Code standards if the east window were <br />enlarged to meet egress requirements. <br />Commissioner Blank inquired if this is something staff has considered as a possible <br />solution. <br />Ms. Amos replied that while staff has considered this, the solution is more dependent <br />upon what the applicants and appellants are agreeable to. She indicated that the <br />applicant would like to have the window on the southern side; however, the appellants <br />are not interested in having it there, but are agreeable if some mitigation measures are <br />put in place. <br />Commissioner Blank inquired if it would be expensive to make the existing window <br />Code compliant. <br />Ms. Amos replied that it coulld be expensive. <br />Commissioner O'Connor inquired why the wall was opened up today. <br />DRAFT EXCERPT: PLANNING COMMISSION MINUTES, February 9, 2011 Page 1 of 8 <br />
