5. Adopted Resolution No. 11 -418 to accept the 2009/10 Fiscal Year year -end financial report of the Capital Improvement Program (CIP) Budget and amend the 2009/10 Fiscal Year CIP Budget 6. Accepted the Comprehensive Annual Financial Report (CAFR) and other related audits for the year ending June 30, 2010 and approve year -end audit adjustments Police 7. Approved Special Event Street Closures for 2011 MOTION: It was M/S by Thorne /Cook - Kallio to approve the Consent Calendar as submitted. Motion passed by the following vote: Ayes: Councilmembers Cook - Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman Noes: None Absent: None MEETING OPEN TO THE PUBLIC 8. Public Comment Mayor Hosterman asked for those persons wishing to speak under Item 9, and said thereafter, public comment would be taken. Brenda Wood, Business Agent, AFSCME Local 955, spoke of employee financial concessions and sacrifices, and asked for City leaders to rebuild the trust with employees. Alda Nash spoke of disappointment in the turn of events, said members remain committed to the fiscal well -being of the City, and asked for respect of the process and fairness. Josie Camacho, Alameda Labor Council, voiced concerns on behalf of AFSCME members who provide important services to the community and to residents and asked for support of City employees. David Miller said the matter is 'lot about tearing people down but rather addressing the problem and coming up with a fair solution. Lori Bailey, spoke of her 21 year tenure with the police department and dedication of employees to the city and its residents, and voiced disappointment with the process. Maia Freiburg, 6 year career dispatch employee who said she cannot afford to live in the City, asked the Council to consider the future of employees. Bart Hughes cited the cost of personnel and benefits, reduction in services, and hoped new options will be considered through the process.
