Also included are insurance and indemnification requirements. <br /> Chapter 11 Vehicles and Traffic - The Traffic Appendix at the end of Chapter 11 - <br /> Vehicles and Traffic, lists streets where there are no parking zones, stop signs, limited <br /> term parking, loading zones, bus stops, etc. This list has not been updated for ten <br /> years. There is no need to maintain this appendix as these areas are only required to <br /> be properly marked with signs or striping to be enforceable by the Police Department. <br /> Therefore, this appendix is recommended to be deleted. <br /> Proposed Resolution — The related proposed resolution (Attachment 3), <br /> attached, would formally accept as City streets, subject to Police Department <br /> enforcement of traffic regulations, the public streets described in the attached <br /> resolution, generally in areas of the Vineyard Avenue Corridor Specific Plan and <br /> the Bernal Property Specific Plan. The Alameda County Recorder's Office has <br /> advised that prior action by the City Council was not clear regarding the <br /> acceptance of these public streets, so this resolution is proposed to remove any <br /> possible confusion with County records. <br /> Proposed Resolution — As allowed by State law, delegate to the City Engineer <br /> the authority to accept, on behalf of the City, deeds and grants of fee interests or <br /> easements. (Proposed resolution [Attachment 4].) This would be in addition to <br /> the authority already granted to: (i) the City Manager pursuant to Resolution 89- <br /> 31; and (ii) the City Engineer for acceptance of real property related to a parcel <br /> map. (See Municipal Code section 19.16.060.). With more single parcel in -fill <br /> sites being developed, this will create efficiencies when the City Engineer can <br /> accept real property for the City, such as easements for right -of -ways for streets, <br /> emergency vehicle access easements, etc. <br /> Chapter 14.04 Regulation of Water System and Water Service Fees — Clarify code to <br /> reference the Master Fee Schedule when customer voluntarily requests discontinuation <br /> of service. Also amend code to reflect current process to turn -off water service after <br /> failure to pay after thirty (30) days past due and multiple notices, and reference Master <br /> Fee Schedule for related charges. <br /> Proposed Resolution — The related proposed resolution (Attachment 2) below, <br /> would modify the Master Fee Schedule to: (i) clarify the charges for the turn -off of <br /> water service both voluntarily and for failure to pay after thirty (30) days overdue <br /> and multiple notices, (ii) fees to turn water service back on after payment; (iii) <br /> clarify when requests for same day service are subject to fees for work during <br /> normal business hours or after -hours charges; (iv) additional fees due to <br /> administrative oversight costs for more frequent water disconnection and <br /> reconnection during any six month period; and (v) rates for repair work done <br /> when meters or other equipment are willfully damaged. <br /> Page 3 of 4 <br />
