Executive Summary
CDCE Incorporated is pleased to respond to the Pleasanton Police Department's Request
for Proposal for Mobile Data Computer Hardware and Installation. Our services include
installation into PPD's patrol vehicles along with user and system training. CDCE has
been providing services to statewide agencies since 1984. Cities, counties and public
agencies consistently contract with CDCE because they strongly believe that CDCE
provides the highest quality service, the ability to complete projects on schedule, and the
resources to provide ongoing technical support and maintenance service.
Proposed Solution — The RFP includes many technical requirements to ensure that the
Department will be well prepared to incorporate new technologies in the coming years.
For this reason, CDCE's response enables future modifications to be made as easy as
possible. The Dual Pass Through Antenna feature, combined with the external
802.11 /Cellular /GPS antennas will provide the best signal strength and reliability.
The typical patrol Crown Victorias will have a Toughbook CF -31 installed in the trunk.
The CF -31 will be secured in a Havis docking station and be connected to a roof -
mounted antenna for GPS and wireless radio communications. In the front of these
vehicles, CDCE will install the PDRC screen and keyboard. We will also run an
additional USB cable to the front for future device support. For the purposes of our bid
response, CDCE will reuse the screen and keyboard mounts presently in the vehicles. If
the department would like to modify the vehicle mounts, CDCE can design a new
solution and quote the additional hardware.
Seven vehicles in the fleet will not incorporate PDRC screens. In these vehicles, the CF-
31 will be mounted in the front of the vehicles in a location approved by PPD. CDCE
will reuse the existing mounting hardware when applicable.
For all vehicles receiving new MDCs, CDCE will provide verify all mounting solutions
with PPD personnel prior to ordering. This guarantees that the department receives its
ideal solution for the entire fleet. CDCE will provide only the highest quality
components. The mounts will be durable and easily adaptable to fit the various vehicles
in the fleet.
We will also provide custom -built antennas and power management kits for this project.
The antennas can support a variety of software applications because they handle a
multitude of GPS protocols. In a single housing, the antennas provide 802.11, cellular,
and GPS via USB. Cellular modems and 802.11 are built into each Toughbook, with
external antennas to improve reception. The power management kit is a fully enclosed
unit with an internal shutdown timer.
Lastly, the RFP calls for seven power supplies. CDCE plans to reuse all PDRC and
Toughbook power supplies already installed in vehicles.
Cd I ail
CB Engineered Solutions
