6.3 No later than February 20, 2011, the City will release to the public, and <br /> provide to Plaintiffs and Intervenor, a draft Housing Element site <br /> inventory pursuant to Government Code §§ 65583(a)(3) and 65583.2. <br /> 6.4 As part of its Housing Element update process, the City will study, <br /> evaluate and consider adoption of Housing Element goals and programs <br /> that promote affordable non profit housing development for families as <br /> well as special needs households and that strengthen and promote <br /> construction of affordable units For fanilies, as set forth more fully in <br /> Exhibit C. <br /> 6.5 The City will implement the actions set forth in Sections 2 and 3 of <br /> Resolution No. 10 -390, adopted by the City Council on July 20, 2010, in <br /> the form attached as Exhibit C to this Settlement Agreement, in the <br /> course of the City's Housing Element update process. Nothing in this <br /> section or this Settlement Agreement is intended to limit the City's <br /> discretion with respect to the implementation of Resolution No. 10 -390. <br /> 6.6 The City will complete any and all rezonings and General Plan <br /> amendments necessary to accommodate in full its RHNA at each income <br /> level for the Current Planning Period prior to or concurrent with its <br /> adoption of the updated Housing Element. <br /> 6.7 The City will prepare and certify an environmental impact report (EAR) <br /> prior to or concurrent with adoption of the updated Housing Element. <br /> 7. HACIENDA BUSINESS PARK REZONINGS <br /> 7.1 The obligations of this section shall apply solely to the Three Hacienda <br /> Sites. <br /> 7.2 No later than November 2, 2010, the City Council will amend Ordinance <br /> No. 1998 to delete Section 5, "P11D Modification Contingency." <br /> 7.3 Development Standards, Design Guidelines and Application Process <br /> 7.3.1 Phase I: Core Development Standards <br /> (a) No later than January 4, 2011, the City Council will <br /> approve the following core development standards for <br /> the three Hacienda sites: <br /> (i) Density: Minimum of 30 units per acre <br /> (ii) Affordability: The greater of (a) 15% of all <br /> units, or (b) 130 units, will be made available <br /> exclusively to very-low income (50% of AMI) <br /> households.
