Authorize the Director of Community Development to approve and execute contract <br /> change orders for a contingency amount not to exceed $208,300 (10% of the <br /> contract amount) for necessary related project work. <br /> 6. Authorize the City Manager to enter into the above - referenced construction contract <br /> and consultant agreements. <br /> 7. Authorize the City Manager to enter into a "Right -of Entry" agreement and "Option to <br /> Purchase" agreement with California Department of Transportation for $160,200 for <br /> the purchase of 24,045 square foot parcel. <br /> FINANCIAL STATEMENT <br /> Funding for the replacement of Sanitary Sewer Pump Station S -6 was originally included <br /> in the Sewer Repair and Replacement Fund fiscal year 2001 -2002. Additional funding <br /> and expenses to date have resulted in a current balance of $3,636,059, including all <br /> encumbrances for the project. The current budget is sufficient to fund the subject <br /> construction and related construction support services for the project. <br /> BACKGROUND <br /> Sanitary sewer pump station S -6 was constructed in the 1960's. It is located at the <br /> northeast corner of the intersection of the Arroyo Mocho and Alamo Canal in northwest <br /> Pleasanton, adjacent to the West Las Positas Boulevard over - crossing of Interstate <br /> 1 -680. This pump station consists of a "metal can" dry well configuration pumping from <br /> an adjacent concrete wet well into a force main that runs northerly to the Dublin San <br /> Ramon Services District (DSRSD) treatment plant. The pumping equipment, electrical <br /> systems, and pump station building are all in poor condition, with the pumps currently <br /> operating with capacity problems under both dry weather and wet weather flow <br /> conditions. <br /> On January 16, 2007, City Council approved a contract with BKF Engineers in the <br /> amount of $79,879 to complete (1) an evaluation of the condition of wastewater <br /> pumping station S -6, and (2) to provide a pre- design study for a new pump station. <br /> The evaluation report was completed in March 2007 and confirmed that the existing <br /> pump station is in poor condition and is in need of replacement. The report also <br /> indicated that the existing pump station was capable of providing the necessary <br /> services for the next three years while the new pump station was being designed and <br /> constructed. The pre- design study was completed by BKF in June, 2007. This study <br /> evaluated various alternatives for the future S -6 pump station, and resulted in the City <br /> selecting a "wet well submersible pump station" as the best alternative for the <br /> replacement of the S -6 pump station. <br /> DISCUSSION <br /> Construction Bids <br /> Sealed bids for this project were opened on August 3, 2010. There were ten (10) bids <br /> received, ranging from the low bid amount of $2,083,000 to $2,805,000, as compared to <br /> the engineer's estimate of $1,964,000 for the project.
