during the Planning Commission meeting are attached to this report as Attachments 7, <br /> 8, and 9, respectively. <br /> Viewscapes /Story Poles /3D Visuals <br /> The deliberation process during the Planning Commission hearing included a <br /> discussion of the view of the proposed project from neighboring properties. A member <br /> of the Commission recommended that story poles be installed by the project contractor <br /> and /or digital viewscapes of the proposed project be prepared by the project architect in <br /> order to provide a clearer idea of the project scope and the proposal. In reply to the <br /> request for story poles, the applicant declined to install them unless they were installed <br /> at the expense of the appellants. <br /> Figures 2 and 3 on page 6 are visual simulations prepared by staff and are intended to <br /> assist the City Council in evaluating the proposed project. An alternative to this <br /> approach would be to require that the applicant install story poles, take photographs of <br /> the project site with story poles, and return to the City Council. The visuals approximate <br /> how the proposed project would appear on the subject site if constructed and seek to <br /> provide the City Council with a simulation of the proposed project's appearance. The <br /> three - dimensional (3 -D) visuals have been created based on the dimensions and <br /> parameters of the architectural drawings submitted for the project. The windows on the <br /> second floor of the rear facade are shown as they are on the architectural drawings; <br /> however a condition of approval requires modification to these windows for their size <br /> and /or placement. The photos to the left of the 3 -D visuals in Figure 2 demonstrate the <br /> approximate appearance of the proposed second story with the yellow outline and also <br /> include the existing shrubs, landscaping, and other site features for context. <br /> Additionally, landscape screening required as a condition of approval is not shown on <br /> the 3 -D models. Figure 3 shows an aerial bird's eye view from Bing Maps and has <br /> included for context of the existing home, site improvements, landscaping, and <br /> surrounding properties. <br /> Shadow Impact <br /> The neighbors have also stated that they are concerned about the potential shadow <br /> impact of the proposed project. Approximate depictions of the proposed project and its <br /> potential for shadow impacts to surrounding properties are shown in Figure 4 (page 7). <br /> Three different times (8:00 .a.m., noon, and 5:00 p.m.) have been shown for the winter <br /> and summer months (January and July). While the proposed project and the <br /> approximate height of perimeter fencing has been modeled, other three - dimensional <br /> objects on the subject property and surrounding properties, such as other buildings, <br /> trees, shrubs, et cetera, are not shown. Thus, while the shadow approximations show <br /> the potential shadow impact of the proposed project, the way the shadow interacts with <br /> other objects on and in the vicinity of the site is absent. An aerial of the properties has <br /> been included to show where these other objects exist. <br /> Page 5 of 15 <br />
