development in this location in the future. Staff seeks City Council direction
regarding a requirement for Live/Work space on Gibraltar Drive.
• Live/Work/Active Space on Owens Drive: Provide options for landscaping for
privacy if used as residential. Staff concurs with this recommendation.
• Uses: Under "Social services office ", clarify that meeting space is permitted. Add
"Adult bookstore" as a prohibited use; clarify that a "residential only" (i.e. live /live)
is allowed under Allowed Uses — Live/Work Space. Staff concurs with this
recommendation.
• Owens Drive: Show a configuration with one through lane in each direction, with
minimal changes to the curb and median, and providing a median behind the
diagonal parking on both sides to protect bicyclists and prevent conflicts between
through traffic and cars backing out of the parking spaces. An illustration of how
this could be achieved is shown below. Whereas the existing south side curb is
maintained, this version would require construction of bulb -outs and relocation of
the median. Staff supports this configuration as one of three options for Owens
Drive.
• { FY •
; . In order to attract certain larger tenants, retail experts believe that
there should be at least some space with 60 foot depth. Therefore staff
recommends that the City retain the ability to require some retail with a 60 foot
depth.
• Trash Enclosure: Change "should" to "shall" in D8.d. on p. 49. (To read: Trash
enclosures shall be sized and designed to accommodate the City's source
separated recycling program.) Staff concurs with this recommendation.
