Resolution No. PC-2002-54 <br />Page 4 <br />EXHIBIT "B" <br />CONDITIONS OF APPROVAL <br />Case PCUP-62 <br />1. The location and operation of the proposed use shall conform substantially <br />to Exhibit A (the site plans, floor plans, and details of operation), dated <br />"Received" July 23, and August 7, 2002, on file with the Planning <br />Department, except as modified by these conditions. <br />2. The operation of the learning center shall be limited to the following hours: <br />9:00 am to 8:00 pm, Monday through Thursday; 9:00 am to 6:00 pm on <br />Fridays; 9:00 am to 3:00 pm on Saturdays; and 2:00 p.m. to 4:00 p.m. on <br />Sundays. <br />3. If additional hours of operation or activities beyond that proposed in the <br />details of operation, dated "Received" July 23, and August 7, 2002, on file <br />with the Planning Department, are desired, prior City review and approval <br />is required. Such modifications shall be submitted to the Planning Director, <br />who shall refer the matter to the Planning Commission if judged to be <br />substantial. <br />4. If operation of this use results in conflicts pertaining to parking, interior or <br />exterior noise, traffic/circulation, litter, or other factors, at the discretion on <br />the Planning Director, this conditional use permit may be submitted to the <br />Planning Commission for their subsequent review at a public hearing. If <br />necessary, the Commission may modify or add conditions of approval to <br />mitigate such impacts, or may revoke said conditional use permit. Possible <br />mitigation measures can include, but are not limited to: reducing the <br />number of classes, students, or staff, modifying the hours of operation, or <br />other measures deemed necessary by the Planning Commission. <br />5. Within 45 days of this approval, the applicant shall install a bicycle rack <br />within the sidewalk/plaza area in front (parking lot side) of the applicant's <br />tenant space. The bicycle rack shall accommodate a minimum of three <br />bicycles. The location and design of the bicycle rack shall be subject to <br />review and approval by the Planning Director prior to installation. The <br />applicant may relocate an existing, underutilized bicycle rack in the center <br />to comply with this requirement. <br />
