The location and operation of the proposed use shall conform substantially to Exhibit A (the site plans, floor plans, and details of operation), dated "Received" July 23, and August 7, 2002, on file with the Planning Department, except as modified by these conditions. 2. The operation of the learning center shall be limited to the following hours: 9:00 am to 8:00 pm, Monday through Thursday; 9:00 am to 6:00 pm on Fridays; 9:00 am to 3:00 pm on Saturdays; and 2:00 p.m. to 4:00 p.m. on Sundays. 3. If additional hours of operation or activities beyond that proposed in the details of operation, dated "Received" July 23, and August 7, 2002, on file with the Planning Department, are desired, prior City review and approval is required. Such modifications shall be submitted to the Planning Director, who shall refer the matter to the Planning Commission if judged to be substantial. 4. If operation of this use results in conflicts pertaining to parking, interior or exterior noise, traffic/circulation, litter, or other factors, at the discretion on the Planning Director, this conditional use permit may be submitted to the Planning Commission for their subsequent review at a public hearing. If necessary, the Commission may modify or add conditions of approval to mitigate such impacts, or may revoke said conditional use permit. Possible mitigation measures can include, but are not limited to: reducing the number of classes, students, or staff, modifying the hours of operation, or other measures deemed necessary by the Planning Commission. 5. Within 45 days of this approval, the applicant shall install a bicycle rack within the sidewalk/plaza area in front (parking lot side) of the applicant's tenant space. The bicycle rack shall accommodate a minimum of three bicycles. The location and design of the bicycle rack shall be subject to review and approval by the Planning Director prior to installation. The applicant may relocate an existing, underutilized bicycle rack in the center to comply with this requirement.
