construction for these homes to meet the General Plan acceptable indoor noise standards. <br />Additional analysis shall be provided to determine what specific window ratings and wall <br />design, if any, are needed to achieve noise levels within the maximum level permitted for <br />indoor noise in the senior apartment complex. <br />75. The project developer shall adhere to the recommendations of the "Archaeological Field <br />Inspection and Archival Research for the Busch Property," prepazed by Holman & Associates <br />and dated September 1, 1994. Prior to approval of the final map for the project, if it is <br />determined that underground utilities would be buried deeper than 5 ft., a program of <br />mechanical subsurface testing for buried archaeological materials shall be developed. If any <br />prehistoric or historic artifacts, or other indications of cultural resources are found once the <br />project construction is underway, all work must stop within 20 meters (66 feet) of the find. A <br />qualified archaeologist shall be consulted for an immediate evaluation of the find prior to <br />resuming ground-breaking construction activities within 20 meters of the find. If the find is <br />determined to be an important azchaeological resource, the resource shall be either avoided, if <br />feasible, or recovered consistent with the requirements of Appendix K of the State CEQA <br />Guidelines. In the event of discovery or recognition of any human remains in any on-site <br />location, there shall be no further excavation or disturbance of the site or any nearby area <br />reasonably suspected to overlie adjacent remains until the County coroner has determined, in <br />accordance with any law concerning investigation of the circumstances, the manner and cause <br />of death and has made recommendations concerning treatment and dispositions of the human <br />remains to the person responsible for the excavation, or to his/her authorized representative. A <br />similar note shall appeaz on the improvement plans. <br />Private Improvements and Maintenance <br />76. The project developer shall provide a bond to the City guaranteeing the installation of all <br />common open space and recreational improvements, private access roads, street trees, and all <br />infrastructure and landscaping improvements on private properly shown on the approved <br />development plan or otherwise required as part of this development. The project developer <br />shall provide an itemized cost estimate of said improvements, to be submitted with the bond, <br />for the review and approval the Planning Director prior to approval of the final map. The bond <br />shall be returned to the project developer upon acceptance of said improvements by the <br />Planning Director. <br />77. The project developer shall submit project CC&Rs for review with the improvement plans that <br />create a homeowners association/ property owners association for the single-family and senior <br />housing portions of this project to provide maintenance ofowner-maintained facilities within <br />the project. This association shall be responsible for the maintenance of the cabana and <br />private park area, the on-site trail system extending in its entirety from Busch Road to Mohr <br />Avenue, the street planter strips (including street trees and lawn area), the on-site stormwater <br />treatment facilities (including bioswales, stormceptors, etc.), all soundwalls and landscaping <br />extending to face of curb, project entrance landscaping and decorative elements (signage, <br />decorative pilasters, enhanced paving, landscaped areas, etc.), and median/ traffic circles/ <br />Planning Commission Page <br />
