van service shall be designed so as to minimize any impact on the current level of service of <br />the City's Dial-A-Ride program. If the City's senior transport service is negatively impacted <br />by the needs of this development, the City may call upon the management of this facility to <br />modify its van service to better serve the needs of its residents. <br />30. The current or prospective tenants of the senior apartment project may request at any time that <br />the management convert their units to ahandicap-equipped unit to accommodate their physical <br />needs. The management of the senior housing facility shall make such modifications, such as <br />grab bars, elevated toilet facilities, lowered counters, etc., for the tenant in a timely manner <br />and at no cost to the tenant. <br />31. The management of the senior apartment facility shall make space available in the common <br />areas of the community building for printed materials/ information to be provided to the <br />residents of the senior apartments by the City or other social services agencies. The <br />management shall meet with the City's Park and Community Services representative prior to <br />final occupancy of the project to discuss means by which this can be accomplished. <br />32. A detailed landscaping and fencing plan shall be submitted for the review and approval of the <br />Planning Director prior to the issuance of a building permit for the senior apartments. Said <br />landscape plan shall be detailed in terms of species, location, size, quantities, and spacing. <br />Attractive and detailed landscaping shall be provided in the central courtyard areas of each <br />building. A perimeter sidewalk around the site should be provided, if feasible, with benches <br />located where not directly adjacent to a private courtyard. <br />33. The site plan shall be revised to include additional tree planters in the parking lot area in order <br />to provide more shading for the cars. A minor reduction in parking spaces shall be permitted <br />for the sole purpose of providing these additional shade trees. <br />34. A final grading plan for the senior apartments shall be provided for the review and approval of <br />the City Engineer and Planning Director prior to the issuance of a building permit for the <br />project. This grading plan shall incorporate all possible measures for pretreatment of storm- <br />water runoff on-site, including bioswales, permeable pavement, micro-detention areas, etc. <br />35. The final colors and materials of the apartments shall be submitted for the review and approval <br />of the Planning Director prior to the issuance of a building permit. <br />36. The final building elevations, showing all window and trim detailing, shall be reviewed and <br />approved by the Planning Director prior to issuance of a building permit. The developer shall <br />recess the windows and introduce window treatment elements in order to provide more <br />pronounced articulation of the building fenestration. <br />37. The final floor plans submitted for the issuance of a building permit shall show a shelf <br />immediately inside and outside the front doorway of the apartments for use by the seniors. <br />Planning Commission Page 11 July 24, 2002 <br />
