MOTION: It was m/s by Cook - Kallio /McGovern to approve a program to re- allocate the City's <br /> unused Regional Sewer capacity for the purpose of implementing an Economic Development <br /> Incentive Program for eligible businesses as recommended. Motion passed by the following <br /> vote: <br /> Ayes: Councilmembers Cook - Kallio, McGovern, Sullivan, Vice Mayor Thorne <br /> Noes: None <br /> Absent: Mayor Hosterman <br /> 20. Housing Element Task Force Work Plan status report <br /> Community Development Director Brian Dolan reported that the City just kicked off the Housing <br /> Element process last week and staff will update the Council on the work plan and preview of <br /> what is expected throughout the process. <br /> Mr. Dolan stated one of the primary responsibilities is to provide recommendations on potential <br /> future housing sites, and he sees this as the most substantive of tasks. Also, a non- <br /> discrimination policy and program must be developed. It is a specific requirement in the <br /> settlement agreement and they need to package what they have and are very clear, and also to <br /> develop more specific, proactive policies to address the particular issue of family housing. The <br /> City must also address specific new state requirements in terms of providing housing for the <br /> homeless from transitional and supportive housing, which is permanent for those with special <br /> needs of services beyond a home. <br /> Mr. Dolan said the Housing Element Task Force will also be responsible for facilitating the <br /> outreach efforts of the community and obtain feedback from various members and groups within <br /> the community, and staff must follow guidelines contained in the settlement agreement. <br /> Planning Manager, Janice Stern, gave a presentation regarding the City's current regional <br /> housing allocation number, the City's deficit of units, how the City will address subtracting <br /> numbers of units built or permits issued for and approved over the last couple of years from <br /> 2007 -2010, and the remaining need in order to determine land for development. <br /> In summary, she advised that the City will need zoning for approximately 610 very low income <br /> units and 809 low income units, and staff is looking at a need of 47 acres of land in order to <br /> accommodate that number. There is a 718 -unit requirement for moderate income which do not <br /> necessarily have to be at 30 units per acre, and staff would look at providing an additional buffer <br /> of just over 31 units per acre to accommodate this. <br /> Mr. Dolan stated the State recommends achieving a little more than the 30 units per acre <br /> density as a cushion, and staff will need to further explore this. The City can also approve <br /> projects at lower densities but then must make up for it with a concurrent rezoning to provide the <br /> additional units. <br /> Vice Mayor Thorne opened for public comments. There were no speakers. <br /> MATTERS INITIATED BY COUNCIL <br /> Councilmember McGovern referred to cell phone towers and questioned if the City had <br /> guidelines or criteria used to determine where they can locate. Assistant City Attorney Julie <br /> Harryman said the City does not allow these facilities within a public park, within 300 feet of <br /> residential, schools or other uses, and this was based on concerns of City Council findings at <br /> City Council Minutes Page 6 of 7 November 16, 2010 <br />
