full expense to the developer. This shall include slurry seal, overlay, or <br />street reconstruction if deemed warranted by the City Engineer. <br />84. The applicant's contractor(s) shall obtain an encroachment permit from the <br />City Engineer prior to moving any construction equipment onto the site. <br />85. The project developer shall comply with the City's non-point storm drain <br />ordinance. <br />86. Prior to commencement of any clearing, grading, or excavation, the project <br />developer shall submit to the Building Department a copy of the State <br />Water Resources Control Board Notice of Intent (NOI) for coverage under <br />the State Construction Storm Water General Permit. <br />Urban Runoff <br />87. The applicant shall incorporate grassy swales, micro retention basins, or <br />other mechanisms to retain storm drainage on site. The mechanisms shall <br />be shown on the plans submitted for the issuance of a building permit and <br />shall be subject to the review and approval of the Planning Director and <br />City Engineer. <br />88. The project developer shall submit a construction Best Management <br />Practice (BMP) program for review and approval by the Chief Building <br />Official prior to issuance of any building and/or grading permits. These <br />BMP's shall be implemented by the general contractor and all <br />subcontractors and suppliers of materials and equipment. Construction site <br />cleanup and control of construction debris shall also be addressed in this <br />program. Failure to comply with the approved construction BMP may <br />result in the issuance of correction notices, citations, or a project stop work <br />order. <br />89. The trash enclosure area(s) shall be completely covered with a solid roof. <br />An area drain shall be installed in the trash enclosure area. A structural <br />control such as an oil/water separator or a sand filter shall be provided. No <br />other area shall drain into the trash enclosure; a berm shall be installed to <br />prevent such drainage if found necessary by the City Engineer/Director of <br />Building Inspection. A sign shall be posted prohibiting the dumping of <br />hazazdous materials into the sanitary sewer. <br />90. The applicant shall sweep or vacuum the parking lot a minimum of once a <br />month and shall prevent the accumulation of litter and debris on site. <br />Corners and hard to reach areas shall be swept manually.
