ATTACHMENT 12 <br /> THE CITY OF <br /> Ism .I.11 III <br /> pLEASANTONC <br /> Program Comparison Methodology <br /> This is a brief report of the comparison exercises that were performed to assess the <br /> equivalency between the new CALGreen program and the City of Pleasanton's existing <br /> programs. The City's existing green building regulations rely on programs that are managed <br /> by outside entities. Commercial and civic projects are required to utilize the Leadership in <br /> Energy and Environmental Design (LEEDTM) program which is managed by the USGBC <br /> (United States Green Building Council) and residential projects are required to utilize Build It <br /> Green's (BIGTM) Green Building Guidelines. These programs are point based systems and <br /> the City does a self- certification process of the measures claimed by each project. <br /> CALGreen is not a point based system; it mandates required measures and a required <br /> number of electives by category. Given the number and timing of meetings that would need <br /> to take place prior to the effective date of the State -wide code the City of Pleasanton <br /> embarked on the comparison of the program in order to formulate a recommendation. <br /> In summary, to compare the City's existing programs to the State -wide regulations, staff <br /> converted the measures and electives listed in the CALGreen code to point equivalents in the <br /> LEEDTM and BIGTM programs. Staff began this process utilizing the draft CALGreen code, <br /> attended presentations regarding CALGreen regulations, and worked with other <br /> knowledgeable people to do an accurate comparison. <br /> The methodology that was utilized for comparing the systems consisted of taking our current <br /> program checklists for each project type and going point by point through them to compare <br /> the wording /requirements of the CALGreen system (at all levels: Basic, Tier 1, and Tier 2). <br /> Staff assessed each credit/point of the existing system (none were left out of the review <br /> process). <br /> Staff found that several measures and electives of the CALGreen code were written with the <br /> same wording as both the BIGTM programs and the LEEDTM requirements. Other measures <br /> and electives contained similar wording with minor changes, but the intent and standard was <br /> still being achieved. In some instances the measure in CALGreen was close to that of the <br /> corresponding credit/point in the BIGTM/ LEEDTM program, but the slight difference was <br /> enough to result in the CALGreen measure not being assigned a point value. Overall, the <br /> CALGreen measures with the local amendments were found to be equivalent to the City's <br /> current green standards. Therefore, staff recommends the proposed code amendment to <br /> specify the State -wide CALGreen code as the City's reference standard. <br /> The City does not require commissioning or registration of the project with any outside entity under the current <br /> regulations. <br /> 1 <br />
