November 1999. The model ordinance has been revised to align with CALGreen <br /> requirements and the increase in C &D recycling capacity due to new infrastructure and <br /> technology. (Attachment 1: Revised Construction & Demolition Model Ordinance) <br /> To assist cities in implementing and enforcing their C &D ordinances, the Agency has initiated <br /> a pilot program with the Green Halo Web Based Tool (WBT). The Green Halo WBT is a <br /> programmable database (available via a password protected website) which enables cities and <br /> counties to effectively manage their C &D regulations and requirements while reducing staff <br /> time. It provides permit holders with an easy, step by step process for electronically <br /> submitting Waste Management /Recycling plans to cities and counties. Cities can customize <br /> the WBT by designating approved C &D facilities and haulers as well as identifying diversion <br /> recycling requirements per their C &D ordinance. The WBT provides real -time monitoring of <br /> a project's waste diversion activities. The WBT is free for cities and counties; a small fee is <br /> charged to the permit holder to access the website and use the tool. The Agency has <br /> purchased licenses on behalf of the member agencies to distribute to permit holders to <br /> encourage participation in the pilot program. Member agencies participating in the pilot <br /> program receive licenses (at no cost) to distribute to permit holders whose projects require a <br /> waste management plan per the City's C &D ordinance. <br /> The CALGreen mandatory provisions also include several landscape measures that extend the <br /> new CA Model Water Efficiency Landscape (CA WELO) ordinance that the Department of <br /> Water Resources required to be adopted by all cities and counties by January, 2010. For both <br /> residential and nonresidential projects it requires weather or soil based irrigation controllers <br /> and construction stormwater measures. And for nonresidential projects only, CALGreen <br /> requires separate water meters or submeters for landscape irrigation not covered by CA <br /> WELO which are between 1,000 sq ft and 5,000 sq ft, and it requires the submittal of a water <br /> budget for irrigation for all permitted projects with landscapes. Cities that recently <br /> implemented the CA -WELO will need to update their landscape compliance checklists and <br /> potentially lower the thresholds for which these practices apply. The Agency has a Bay - <br /> Friendly version of the CA-WELO which it has recommended that member agencies adopt. <br /> Agency staff will be updating the Bay- Friendly standards to reflect changes in CALGreen, <br /> CA WELO and the new federal stormwater guidelines. The Agency has provided member <br /> agencies with a Bay- Friendly version of the model CA-WELO. If member agencies are <br /> looking to formally adopt or update their version of CA -WELO, WMA staff recommends <br /> using the Bay - Friendly version and will provide a comparison between CALGreen mandatory <br /> measures and CA-WELO. <br /> WMA staff recommends that member agencies take the following actions to comply with <br /> CALGreen mandatory provisions: <br /> 1. Train staff so that they will be able to effectively enforce CALGreen mandatory <br /> measures. Consider the use of specialty inspectors for selected measures if in -house <br /> resources are insufficient for enforcement. <br /> 2. If amending an existing C &D ordinance, utilize the Agency's updated model C &D <br /> ordinance. <br /> 3. Use the Green Halo WBT to implement and enforce C &D ordinances. <br /> 4. Use the BF Version of CA -WELO for adoption. <br />
