The project developer shall ensure that fire protection facilities, including all surface roads, fire hydrants, and a water supply capable of furnishing the required fire flow shall be installed and serviceable prior to and during the time of construction. When alternate methods of protection are as approved by the Fire Chief, this requirement may be waived or modified. Proposed alternative methods of fire protection shall be submitted, in writing, to the Fire Chief. Work on the alternative fire protection methods shall not start without the approval of the Fire Chief. POLICE 52. If required by the Police Department, the building(s) shall be equipped with an alarm system, the type to be approved by the Police Department and that this system shall be installed prior to occupancy of the building. ENGINEERING 53. The project developer shall submit a final grading and drainage plan prepazed by a licensed civil engineer depicting all final grades and on-site drainage control measures, including concrete-lined V-ditches, to protect all cut and fill slopes from surface water overflow. This plan shall be subject to the review and approval of the City Engineer and/or the Director of Building Inspection prior to the issuance of any building permits. 54. The project developer shall submit a refundable cash bond for hazard and erosion control prior to issuance of an Engineering or Building Department permit. The amount of this bond will be determined by the City Engineer. 55. The applicant shall grant an easement to the City over those parcels needed for public service easements (P.S.E.) and which are approved by the City Engineer or other easements which may be designated by the City Engineer. 56. All existing wells on the site shall be removed or sealed, filled and abandoned pursuant to Alameda County Ord. 73-68, prior to the start of grading operations unless Zone 7 retains specific wells for observation wells, or special approval is obtained from the City Engineer for temporary use of an existing well for construction water. Any wells designated for abandonment or any wells, encountered during construction, are to be destroyed in accordance with a permit obtained from Zone 7. 57. The haul route for all materials to and from this development shall be approved by the City Engineer prior to the issuance of an encroachment permit.
