similar to the City's existing Green Building Ordinance. The cost impact of CALGreen <br /> Tier 1 is equivalent to the City's existing Green Building Ordinance. A sample cost <br /> analysis for a residential project is in Attachment 10. <br /> Landscaping Water Meters — Non - Residential Uses <br /> Staff is proposing a local amendment to CALGreen to remove the option to install <br /> submeters for non - residential projects installing landscaped areas between 500 to 5,000 <br /> square feet in size, thus requiring a separate water meter and connection for those <br /> projects. As stated previously, the removal of the option for submetering would <br /> establish the ability to monitor the use of potable water use for irrigation proposes <br /> during times of drought. This enables the City to request to high water users to reduce <br /> non - essential water use. The use of submeters does not allow the City to assist <br /> property owners in water use reduction in a detailed and site specific manner. <br /> The State's Water Code already requires separate meters for landscape areas greater <br /> than 5,000 square feet in size. The "green" benefit of separate meters and connections <br /> is that it allows the property owner and the City to track non - essential potable water use <br /> for landscaping and would allow for landscaping irrigation to be turned off On the event <br /> of a leak/other). Table 1 below illustrates the thresholds for projects subject to the <br /> requirement, the applicability of the State Water Code, and the different in the <br /> CALGreen Code wording and staffs proposal.
