Pleasanton's current green building standards and the policies in the new General
Plan.
3. Amend the Pleasanton Municipal Code to require CALGreen's minimum "basic"
standards for new Downtown buildings, new buildings not located in Downtown
that are currently exempt from the City's Green Building Ordinance, and for new
accessory structures which require a building permit.
This would be consistent with State law as CALGreen is intended to set mandatory
minimum standards for all new construction. The CALGreen basic measures are
the minimum standards required by the State. Downtown Pleasanton is currently
exempt from Pleasanton's Green Building Ordinance as are commercial buildings
smaller than 20,000 square feet in size, residential structures smaller than 2,000
square feet in size, and accessory structures that require a building permit.
4. Amend the Pleasanton Municipal Code to adopt modified CALGreen language to
continue to exempt historic structures.
This would provide consistency with our current green building standards and be
consistent with local historic preservation interests. State law allows historic
structures to be exempt from green building and staff believes it is appropriate to
continue our current practice.
5. Amend the Pleasanton Municipal Code to adopt modified CALGreen language to
require a separate water meter and connection for outdoor potable water use for
non - residential projects installing landscaped areas between 1,000 and 5,000
square feet in size for all projects subject to CALGreen basic; and for non-
residential projects subject to Tier 1 requirements with landscaped areas between
500 and 5,000 square feet in size.
The removal of the option for submetering as listed in CALGreen would establish
the ability for property owners and the City to monitor the use of potable water use
for irrigation proposes during times of drought. This change would enable the City
to send letters with detailed water use information to high water users and request
a reduction in non - essential water use. The use of submeters does not allow the
City to assist property owners in water use reduction in a detailed and site specific
manner. See the discussion section below for more information.
6. Amend the Pleasanton Municipal Code to adopt modified CALGreen language, to
specify that the City's retains its existing percentages for solid waste and
recyclable materials are specified in the City's current Construction and Demolition
(C &D) requirements, but to adopt the CALGreen standards for soil and green
debris. Additionally, the projects not currently subject to the City's C &D regulations
8 Historic structures are allowed to be exempt according to the State's Health and Safety Code.
9 The California Water Code ( §535.a -cI already requires landscape areas greater than 5,000 s.f. (non - residential) to install a
separate meter for irrigation.
