Program 48.7: Encourage developers and builders to exceed state energy and water <br />efficiency standards. Consider fee adjustments or rebates for projects which exceed these <br />standazds and which incorporate green building measures that are over and above the <br />minimum requirements. <br />Program 48.8: Encourage ar-rgq•~ire pool covers and solaz pool heating systems in place <br />of conventional methods for pools in public and private facilities, multi-family <br />developments, and single-family properties. <br />Program 48.9: Facilitate homeowner and developer awareness of existing state and <br />utility enerQV-efficient new construction programs and residential renewable energy <br />programs and provide information on these programs-at-th <br />appr~~n~;ate ~twes on the City's website. <br />Policy 49: Ensure that new development projects comply with the City's green building policies <br />and requirements which result from the City's Energy Committee. <br />Program 49.1: Consider building orientation, street layout, lot design, landscaping, and <br />street tree configuration in subdivision review for purposes of solar access and energy <br />conservation. <br />Policy 50: Improve energy and water conservation in existing homes. <br />Program 50.1: Consider adopting an ordinance requiring energy-efficiency and water <br />conservation improvements in residential buildings upon resale-er major renovation <br />ifieat+on. <br />Program 50.2: Work with local electric, gas, and water utilities to develop and/or <br />promote existing education, technical assistance, and incentives programs for building <br />owners, homeowners, landlords, and tenants to install energy and water conserving <br />fixtures, equipment, and systems. The City should develop a centralized information <br />system of available energy conservation incentives. <br />Program 50.3: Encourage tree planting and landscaping to promote energy conservation <br />in existing homes. <br />Policy 51: Draft future energy and green building ordinances to support and implement the <br />above energy conservation objectives. <br />Revised Draft Housing Element Goals, Policies, and Programs: 1/28/02 - 19 - <br />
