Program 19.1: Conduct land use studies within one year of adoption of the Housing Element to consider converting the sites identified in Table from non-residential to residential use, and follow through with appropriate modifications to the Land Use Element. Program 19.2: Fund the infrastructure improvements contained in the Public Facilities Element to accommodate projected housing growth.
