This design review approval will lapse within one year from the date of approval unless a <br /> building permit is issued and construction has commenced and is diligently pursued toward <br /> completion or the City has approved an extension. <br /> <br />26. Prior to issuance of a building permit, the developer shall pay the required commercial <br /> development school impact fee as prescribed by state law and as adopted by the Pleasanton <br /> Unified School District. <br /> <br />27. The developer acknowledges that the City of Pleasanton does not guarantee the availability <br /> of sufficient sewer capacity to serve this development by the approval of this case, and that <br /> the developer agrees and acknowledges that building permit approval may be withheld if <br /> sewer capacity is found by the City not to be available. <br /> <br />28. This approval does not guarantee the availability of sufficient water to serve the project. The <br /> City shall withhold building permits for the project if at the time building permits are applied <br /> for, mandatory water rationing is in effect, unless the City has adopted a water offset program <br /> and unless the developer is participating in the program. Notwithstanding the developer's <br /> participation in such a program, the City may withhold building permits if the City <br /> determines that sufficient water is not available at the time of application of building permits. <br /> <br />29. The owners shall use their best efforts to implement measures identified in the Green <br /> Building Council's (GBC), "Leadership in Energy and Environmental Design" (LEED) in <br /> the design, construction, and operation of the proposed building. A determination of the <br /> building's "LEED Green Building Rating", using the GBC evaluation methodology, shall be <br /> shown on the building permit plan set. <br /> <br />30. The applicant is encouraged to make the auditorium/administration building photovoltalc <br /> panel "ready" and indicate on the plans submitted to the Building Department for a building <br /> permit the potential location of roof-mounted photovoltaic panels and an electrical inverter <br /> relative to other roof- mounted equipment, information on how the roof will be constructed to <br /> accommodate the weight of the panels, and the provision of a bi-directional electric meter <br /> and electrical conduit up to the roof for the photovoltaic panels. <br /> <br />31. Prior to issuance of a building permit, the applicant shall modify the site and landscape plans <br /> by removing the two parking spaces located near the southwest comer of the lot (closest to <br /> the front property line) and adding substantial landscaping in this area to provide additional <br /> screening of the proposed addition as seen from Del Valle Parkway. The size and species of <br /> these trees shall be subject to the review and approval of the Planning Director and the City <br /> Landscape Architect. <br /> <br /> <br />
