A report containing the Committee's final recommendations was consolidated in <br />December 2000, and staff completed the Draft Specific Plan in July 2001. <br /> <br />Alternative 2: Transportation Alternative <br /> <br />Description <br /> <br />The alternative is similar to the Proposed Specific Plan, but includes a roundabout at <br />Bernal Avenue and Main Street, <br /> <br />Finding: Infeasible <br /> <br />This transportation alternative was not pursued because subsequent analysis within the <br />transportation section of the EIR revealed there was no practical difference between <br />operation of a roundabout and five-legged intersection, and both options do not operate as <br />well as the existing geometry from a traffic cimulation standpoint. Thus, the <br />transportation alternative was not pursued because transportation impacts would not be <br />addressed by implementation of a roundabout or a five-legged intersection. <br /> <br />Alternative 3: Railroad Extension Alternative <br /> <br />Description <br /> <br />This alternative is similar to the Proposed Specific Plan, but adds the Niles Canyon <br />Railway extension along the Alameda County Transportation Corridor within and <br />adjacent to the Specific Plan Area. <br /> <br />Finding: Infeasible <br /> <br />The railroad altemative was not pursued because implementation would produce <br />significant unavoidable traffic congestion and parking impacts and possibly safety and <br />noise impacts that cannot be mitigated at this time. <br /> <br />Alternative 4: Higher Density Alternative <br /> <br />Description <br /> <br />This alternative is similar to the Proposed Specific Plan, but includes the combination of <br />the denser land use Options. The Options represent alternative scenarios for 18 different <br />areas (multiple parcels) within the Specific Plan Area. <br /> <br />Page 4 of 8 <br /> <br /> <br />
