PLANNING COMMISSION CITY OF PLEASANTON ALAMEDA COUNTY, CALIFORNIA RESOLUTION NO. PC-2002-04 RESOLUTION RECOMMENDING THAT THE CITY COUNCIL ADOPT THE CEQA FINDINGS AND THE STATEMENT OF OVERRIDING CONSIDERATIONS FOR THE DOWNTOWN SPECIFIC PLAN AND APPROVE THE DOWNTOWN SPECIFIC PLAN AND RELATED MITIGATION MONITORING REPORTING PLAN the City of Pleasanton is considering a Specific Plan (the "Project") affecting approximately 308 +/- acres bounded by the Arroyo Del Valle and Union Pacific Railroad Corridor to the north, Third Street to the east, Bemal Avenue to the south, and Pleasanton Avenue and Rose Avenue to the west; and WHEREAS, the City of Pleasanton, acting as lead agency under the California Environmental Quality Act ("CEQA"), determined that an Environmental Impact Report ("EIR") was required for the Project and referred a Notice of Intent to prepare an EIR to all affected / interested agencies, persons and groups; and WHEREAS, the City of Pleasanton prepared a Draft EIR for the Project which was published on August 17, 2001, and notice of preparation and availability was properly provided; and WHEREAS, the City of Pleasanton accepted and responded to comments to the Draft EIR and prepared a Final EIR for the Project which provided responses to the issues raised; and WHEREAS, the Planning Commission has held noticed public hearings on November 28, 2001, and January 9, 2002 to take public comments regarding the Project, and carefully reviewed and considered all of the information presented at the public heatings and by staff with regard to the Project, and found that the environmental review had identified all significant environmental effects. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF PLEASANTON RESOLVES THE FOLLOWING: Section 1: Recommends that the City Council adopt the attached CEQA Findings of Significant Environmental Impact (Exhibit "A') and the Statement of Overriding Considerations (Exhibit "B") prepared for the Downtown Specific Plan. Section 2: Recommends that the City Council find that the proposed Downtown Specific Plan as amended in the attached Exhibit "C" is consistent with the General Plan.
