<br />In response to an inquiry by Commissioner Sedlak, Ms. Hertel confirmed that the <br />Diocese of Oakland owned the land next to St. Augustine's. <br /> <br />Commissioner Sedlak inquired whether a lighting schematic was available, and inquired <br />how the emergency illumination would affect existing property owners. Mr. Ivelich <br />replied that he did not have a lighting diagram, but that in similar situations, the lighting <br />was always directed away from the neighbors. He noted that low garden lighting was <br />often used, and emphasized that lights would not be aimed at the neighbors' yards. <br /> <br />In response to an inquiry by Commissioner Sedlak Mr. Ivelich noted that internal <br />circulation within the building was very important, and that interior stairs would not be <br />relied upon to connect various areas of the buildings. <br /> <br />In response to an inquiry by Commissioner Sedlak whether there was another community <br />where this facility could be located, Ms. Hertel replied that there was a significant need in <br />Pleasanton for this service, and that they were invited by the Church and the Diocese to <br />come to the City. She acknowledged that they would not be able to provide for every <br />need in Pleasanton. She added that as a nonprofit organization, they were deeply <br />committed to providing services to people, regardless of their religious affiliation or their <br />ability to pay. She noted that there was not much land available, and realized that they <br />were not the highest and best use, and would not provide the same financial return as <br />condominiums and expensive homes. They had examined other sites, and preferred to be <br />affiliated with a church or a nonprofit organization. <br /> <br />A discussion of the affiliation between ElderCare Alliance and Mercy Retirement and <br />Care Center ensued. <br /> <br />In response to an inquiry by Commissioner Roberts, Ms. Randolph replied that between <br />20 to 30 of the Oakland residents may elect to move to Pleasanton. She noted that they <br />operated another facility in Oakland where they would have priority access. She noted <br />that the proposed facility will not be built for another four years, by which time many of <br />the residents in Oakland will have passed away. <br /> <br />In response to an inquiry by Commissioner Sedlak regarding the difference between the <br />proposed facility and the City-sponsored facility near the senior center, Mr. Iserson <br />replied that this project included a skilled nursing facility, where the existing facility did <br />not. The assisted living portions were similar. <br /> <br />In response to an inquiry by Chairperson Maas regarding the bridge application recently <br />approved by the Commission, Mr. Iserson confirmed that it was specified that Pleasanton <br />residents would receive priority. <br /> <br />The Planning Commission recessed for a break at 8:44 p.m. <br /> <br />Chairperson Maas reconvened the meeting at 8:57 p.m. <br /> <br />PLANNING COMMISSION MINUTES <br /> <br />December 11, 2002 <br /> <br />Page 9 <br />
