<br />need for short hallways, which they incorporated into the design to create a manageable <br />space. <br /> <br />Ms. Hertel noted that each apartment would have a small refrigerator, sink, cabinets, and <br />space for a microwave. The dementia care program was specially designed to include the <br />features of a small home, which helped the residents feel secure and supported. She noted <br />that a delayed egress design allowed dementia residents to live freely, yet securely, on the <br />property. <br /> <br />Ms. Hertel noted that emergency services and non-emergency transport services were <br />used at a fairly low level at their sister site, Mercy Retirement & Care Center. She noted <br />that was partially because one nurse practitioner runs their on-site skilled nursing <br />program, another nurse practitioner runs the assisted living program, and their medical <br />director works very well with the residents. She noted that level of skill was not typical, <br />and added that there were people on-site who could perform clinical assessments. Their <br />staff is committed to early intervention and wellness programs as well, which contributed <br />to the low usage of 911 services. <br /> <br />Ms. Hertel noted that they worked with AMR Ambulance for emergency transport, and <br />added that their usage to date, since January 2001, included eight emergency and two <br />non-emergency calls initiated by Mercy Retirement & Care Center. Five of those calls <br />occurred within the last 45 days. She noted that they would be sensitive to the needs and <br />concerns ofthe neighbors with regard to emergency transport noise. <br /> <br />Larry Kollerer noted that the traffic study was commissioned by the City using industry <br />assumptions and site-specific data. The peak time of three 0' clock was a result of a staff <br />change, and that 66 employees would be on-site at that time. The peak visitors and <br />vendors consisted of22 people at noon. Receiving hours were limited between 8:30 and <br />3:00, with the exception of trash pickup. The majority of receivables consisted offood <br />and supplies, with one delivery of staples per week and daily deliveries of perishables. <br />UPS would make both daily and weekly deliveries of various items, including medical <br />supplies. He noted that the residents, with the typical age of 80 to 85 years of age, did not <br />generally own cars or drive. <br /> <br />He noted that the neighbors had raised concerns about their access to the site, and they <br />intended to institute a policy that all employees use Bernal A venue. He noted that any <br />printed material would only show Bernal A venue as the access point. The traffic study <br />also suggests modifications to the entrance road off of Bernal, which would be included <br />with any future plans. <br /> <br />Mr. Ivelich pointed out the modifications to the three story building that would reduce the <br />views and visual impact to the adjacent neighborhoods. <br /> <br />Nancy Agiarfarges, representing Concerned Citizens Committee, spoke in support of <br />ElderCare Alliance.
