Consideration of the requests by Ponderosa Homes, Greenbriar Homes, Deleo <br />Builders, Wayne and Betty Hahner, Jon McCurdy/Data Sales of California, <br />and Centex Homes to reallocate major-project units among various years and <br />to reclassify major-project units to the first-come, first-served category. <br /> <br />Brian Swift presented the staff report providing an overview of the Growth Management review <br />and approval process. He provided information regarding the requests from major project <br />developers and staff s recommendation for allocations and reallocations. <br /> <br />In response to an inquiry from Commissioner Arkin, Mr. Swift explained that the ordinance <br />established a gradual reduction of major project allocation units during previous years, until it <br />reached 350 in year 2004. <br /> <br />Commissioner Roberts noted that the General Plan allows for 650 units per year, plus 100 <br />affordable units, but the ordinance stepped down the number of allowed units until build-out. <br />She further noted that by rolling units over year-after-year new projects would not be permitted. <br />She questioned whether it may be necessary to amend the ordinance. Mr. Swift confirmed that <br />the annual allocation cannot be increased above the numbers in the ordinance without amending <br />the ordinance. Commissioner Roberts noted that it is stated in the staff report that there is no <br />room to include apartments or moderate-level units, Mr. Swift advised that there is still 100 <br />units in the first-come, first-served category for next year. <br /> <br />In response to an inquiry from Commissioner Roberts, Mr. Swift confirmed that the City Council <br />r- can amend the ordinance at any time during the year. <br /> <br />Mr. Swift described how the ordinance is structured, including an overview of the rollover <br />provision. He noted that the Planning Commission can recommend that the City Council look at <br />any modification to the ordinance that the Commission wishes. <br /> <br />Commissioner Arkin noted that last year the Planning Commission recommended that a new <br />category for "green homes" be established. <br /> <br />In response to an inquiry from Commissioner Sullivan, Mr. Swift advised that staff plans to <br />begin meeting with neighbors again in late winter or early spring regarding the East Side traffic <br />study. He further noted that traffic engineering staff is working to provide additional <br />information that is still needed to answer questions related to the traffic study. Mr. Swift <br />reported that he anticipates that the circulation studies will be through the review process <br />sometime in June or July. He noted that this process may change, in that staff is beginning the <br />land use and circulation update of the General Plan in January, and the process for this review <br />will be determined by the City Council. He advised that the East Pleasanton circulation study <br />would probably merge with the overall review of the City's circulation element. Mr. Swift <br />advised that the entire East Side study could also be included with the review of the General Plan <br />land use element. <br /> <br />,.- <br /> <br />Commissioner Sullivan asked for clarification to staffs memo dated November 22, regarding <br />"Growth Impacts on Schools."
