REVISIONS AND OMISSIONS TO THE AGENDA <br /> <br />r <br /> <br />Staff requested that Item 6.c., PAP-39 (PDR-191, Cingular), be heard under "Matters Continued <br />for Decision," and that Item 6.a., PRZ-16, City of Pleasant on, be heard after Item 6.b. The <br />Planning Commission agreed with this request. <br /> <br />5. MATTERS CONTINUED FOR DECISION <br /> <br />a. P AP-39 (PDR-191, Cin2ular Wireless), Appellant: Randy Cazinha <br />Appeal of the Zoning Administrator's approval to allow the construction of six wireless <br />communication panel antennas and related equipment on the roof of the existing building <br />located at 3875 Hopyard Road. Zoning for the property is PUD - I/C-O (Planned Unit <br />Development - Industrial/Commercial-Office) District. <br /> <br />Jerry Iserson noted that staff had presented its report at the last meeting. He summarized by <br />stating that the proposed wireless antennas meet the City's wireless antenna ordinance. He noted <br />that the ordinance was developed a few years ago by a citizen's group with representatives from <br />the wireless industry, as well as concerned residents and experts in the field. He further noted <br />that staff believes that the ordinance is consistent with Federal law and addresses concerns of <br />residents in the community. Mr. Iserson advised that the appellant is concerned about the effects <br />of the antennas on property values of the residents. He noted that the appellant has submitted a <br />letter to the Planning Commission this evening with signatures from other residents on his street <br />and some additional material for the Commission's deliberation. Mr. Iserson advised that staff <br />r continues to recommend approval of the original application. <br /> <br />THE PUBLIC HEARING WAS OPENED. <br /> <br />Randy Cazinha, 6150 Homer Court, advised that when they looked at homes in other areas they <br />noticed that some of the homes in San Ramon near the high power lines were quite a bit cheaper <br />than others and that the homes in the Val Vista area near the sewage plant were selling for a <br />considerable amount less. He advised that now there is a proposal to install some cellular <br />transmission antennas near the residence they purchased. He reported that in researching <br />information on the Internet and speaking with others, he has found that there is an increase in <br />public awareness regarding the negative impacts of cellular transmission antennas in areas where <br />people are living. He noted that it is that public concern that will significantly reduce the <br />attractability and saleability of his property and the property of others. He advised that the <br />residents of every house he went to on his court agreed with these concerns, <br /> <br />Mr. Cazinha advised that he realizes that the City had a committee in May 1998, but noted that <br />this is quite a long time ago for the electronic field. He reported that public concerns have grown <br />significantly since that time, and perhaps it is to time to revise the City's personal wireless <br />facilities ordinance. He noted that he has provided a short list of ideas that the City might want <br />to consider in the review of the ordinance.
