Attachment 2 <br /> ✓ � N <br /> Report to City Council <br /> 2010 Review and 2011 Budget <br /> STRUCTURE <br /> The Downtown Pleasanton Business Improvement District (PDA) is a non - profit service organization <br /> comprised of all downtown businesses and dedicated to the ongoing revitalization of Pleasanton's <br /> historic business district. The downtown business improvement district was created in 1984 by the <br /> Pleasanton City Council under the provisions of California Business Improvement District /Area law. <br /> The current assessment formula is based on the annual business license payment: businesses located <br /> curbside, downstairs on Main Street are assessed at a rate of two times their business license; <br /> businesses with a Main Street address located upstairs, or not curbside, are assessed at a rate of one <br /> and a half times their business license; all other businesses (those located off Main Street) pay an <br /> amount equal to their business license. The minimum assessment is $50 and the maximum is $350. Non- <br /> profit businesses do not pay an assessment to the PDA. <br /> The PDA Board of Directors and Advisory Board still feel the current formula is the most equitable <br /> without putting undue burden upon the member while assuring that each business contributes to the <br /> well -being of the downtown. Therefore, no changes in the District's assessment formulas or the <br /> boundaries of the district for 2011 are recommended. <br /> The district includes approximately 550 members. Those members elect and are represented by a 13- <br /> member Board of Directors, where no more than three directors may represent any one segment of the <br /> membership, but the board must include two property owners and two retailers. <br /> In accordance with the City /PDA agreement, the PDA has created an organizational structure that is <br /> modeled on the guidelines recommended by the National and California Main Street Programs. The four <br /> areas of focus are: <br /> Organization: The Organization Committee, known at the PDA as the Executive Committee, is <br /> made up of the five officers of the Board of Directors — President, President - Elect, Past President, <br /> Secretary and Treasurer. While the Board of Directors takes a broad approach, the Organization <br /> Committee focuses more closely on the operations of the PDA: financial oversight, personnel issues, <br /> budget and insurance. <br /> Promotions & Marketing: The PDA's Marketing Committee includes four board members, <br /> approximately eight committee members and 45 event volunteers. This is the fourth year the committee <br /> has expanded its scope of work to include educational opportunities for members. It continues to create <br /> and implement exciting ways to promote downtown to local residents and regional visitors. The <br /> committee's programs for marketing Pleasanton's downtown have included advertisements in local and <br /> regional media (newspapers, magazines, visitor guides, radio, television, etc.), PDA brochures and a <br /> website that features an online business directory as well as available properties.
