<br />r- <br /> <br />Downtown Specific Plan was approved. The Downtown Specific Plan allows in-lieu <br />parking agreements. The applicants would provide eleven parking spaces on site, which <br />was three spaces short of the required spaces. The in-lieu agreement for those three <br />spaces has been drafted, and would be reviewed by City Council. The agreement met all <br />the requirements of the Downtown Specific Plan, and the monies would be paid <br />immediately. The in-lieu parking fees may be used for parking facilities anywhere in the <br />downtown area. <br /> <br />Staff believed that the building still conformed to the plan originally approved by the <br />Planning Commission. There are other examples of cantilevered buildings in the <br />downtown area, and staff believed the design was satisfactory. With respect to the <br />Downtown Association's concerns, staff would like to see buildings that were appropriate <br />for both retail and office uses. Staff believed this building fit that category, and supported <br />the modification to enlarge the windows as well. He stated that staff supports the project <br />and recommends that the Planning Commission approve the application subject to the <br />conditions in Exhibit "B." <br /> <br />Commissioner Arkin noted that there would be more demand for parking than what <br />would be provided on-site. He inquired where the other workers would park. <br /> <br />Mr. Swift replied that the Downtown Specific Plan's strategy was not to provide on-site <br />parking as every building was completed. The plan was meant to accommodate those in <br />future city parking lots and to use parking management programs, particularly with <br />r- regards to employees in office buildings. <br /> <br />Commissioner Arkin inquired where the employees would park if all the parking spaces <br />were occupied. Mr. Swift replied that they would park in any legally available space, and <br />added that there were excess parking spaces on Peter Street. <br /> <br />THE PUBLIC HEARING WAS OPENED. <br /> <br />Mr. Jerry Raney, 332 Hartford Road, Danville, noted that the Planning Department had <br />asked them to grade the parking lot to meet the other parking lots. One property owner <br />did not want their parking lot to connect to theirs, and Mr. Raney planned to put a chain <br />across the entrance to that lot. If that owner decided to connect their lot with the <br />applicants' lot, it would be possible. <br /> <br />".-. <br /> <br />Mr. Raney noted that he met with Mr. Iserson in March, 2002 to discuss his plans for <br />buying and occupying the building. At that time, there was in-lieu parking available for <br />the building. When the proposed drawings were submitted, they discovered that in-lieu <br />parking was no longer available, and that they must reduce the size of the building. The <br />reduced building plan was approved, and all the parking would be on-site. At the time <br />they planned to demolish the building, they found that a friend had been granted in-lieu <br />parking. The project was put on hold, and they resubmitted the original plans for the <br />larger square footage. He noted that 400 square feet of the additional 900 square feet <br />would be for an elevator, which would enable the building to be handicapped accessible. <br /> <br />PLANNING COMMISSION MINUTES <br /> <br />July 10, 2002 <br /> <br />Page 4 <br />
