<br />/'" Commissioner Arkin noted that he would support a school on this site, especially a <br />-magnet or middle school. <br /> <br />Commissioner Roberts believed that the site would be a good place for a high school. <br /> <br />Commissioner Sullivan asked Ms. Lemmons to respond to the question regarding how <br />the District would pay for the option. <br /> <br />Ms. Lemmons replied that the District had developed a cash flow model, and made an <br />agreement with the developers to charge $6.63 per square-foot school impact fee. The <br />cash flow would enable the District to build a small high school, an elementary school, or <br />provide for additional growth in the district. The District had already begun the addition <br />of approximately30 classrooms at Foothill and Amador High Schools. She noted that the <br />issuance of bonds was a possibility, and that there were other options available as well, <br />including State assistance. She noted that this was a straightforward agreement. <br /> <br />Commissioner Sullivan requested staff to provide an analysis of the structure of the <br />agreement when it was solidified. <br /> <br />,,-- <br /> <br />Mark Sweeney noted that he would strongly object to overlaying any zoning other than <br />public and institutional zoning. He noted that in the negotiations with the neighbors, they <br />sought certainty. He noted that he would like to see the senior housing built with Medium <br />Density. He noted that the option available to the School District would enable them to <br />pay 80% several years after exercising the option, which would be at significant cost to <br />the developer. He noted that the District negotiated hard to reach that agreement. He <br />added that the City Attorney reviewed the option and found it acceptable. He offered to <br />go back to the drawing board and offer a certain number of senior houses for sale. <br /> <br />Regarding individual land use, Commissioner Roberts noted that she liked the different <br />lot sizes, as well as the feathering scheme. She noted that she would like to see a <br />complete architectural detailing of the project. Commissioners Sullivan and Arkin agreed <br />with that request. <br /> <br />Commissioner Roberts expressed concern that the single story units that placed the <br />second unit over the garage may look awkward. <br /> <br />Ms. Hardy noted that she would be happy to bring the full complement of their <br />architectural drawings to the next meeting. She noted that the Legacy project in <br />Livermore would be a good opportunity to see a full-sized plan of the architectural <br />treatments and massing. <br /> <br />In response to Commissioner Roberts' question whether the eucalyptus trees would be <br />removed, Ms. Hardy replied that they would. She further discussed tree removal and <br />undergrounding of utilities.
