<br />-- <br /> <br />Chairperson Maas expressed disappointment that the San Joaquim Valley is not taken <br />into account. She noted that Dublin also contributed to the congestion on 580, and that <br />there was little they could do about it. She noted that the report was excellent, and <br />complimented the team on its innovative approach. <br /> <br />Commissioner Kameny concurred with his fellow commissioners, and deferred to <br />Commissioner Sullivan. <br /> <br />Commissioner Sullivan noted that this Baseline Report was a vast improvement, and <br />added that they were not there yet. He noted that the report showed that traffic was as bad <br />as they thought it was, and believed that they should revision the level of service D. He <br />believed that the "livability factor" included more than moving cars. <br /> <br />Commissioner Sullivan inquired about data reflecting trips that started and ended outside <br />of Pleasant on. Mr. Dowling replied that they could prepare a report reflecting cut-through <br />trips. <br /> <br />Commissioner Sullivan advised that a key issue was the four-lane 84 expressway, which <br />was expected to significantly offload 1-680, and reduce the pressure on First Street in <br />downtown. He believed that assumption should be questioned. <br /> <br />-- <br /> <br />Jeff Knowles discussed the potential effect of traffic relief effected by an increased <br />capacity on 84. <br /> <br />Commissioner Sullivan noted that he would like to see peer review of the data in the <br />Baseline Report in the future. <br /> <br />Commissioner Arkin moved to recommend to City Council that the Baseline Traffic <br />Report be used temporarily for near-term projects, and that a longer-term solution <br />should be developed so that the City may address assumptions and other issues, and <br />incorporate them into the planning process. Commissioner Sullivan seconded the <br />motion. <br /> <br />Commissioner Sullivan agreed with Commissioner Arkin's concerns, and believed that <br />while it may be useful for short-term project, the long-term issues should continue to be <br />examined. <br /> <br />Commissioner Sullivan inquired what the next step was for the East Side Traffic Study <br />for West Las Positas. <br /> <br />Brian Swift, Director of Planning and Community Development, explained the upcoming <br />process for the General Plan Land Use and Circulation Element update. <br /> <br />-- <br /> <br />PLANNING COMMISSION MINUTES <br /> <br />June 12,2002 <br /> <br />Page 12 <br />
