<br />-.. <br /> <br />Chairperson Maas believed that these projects should be examined on a case by case <br />basis, and if it worked for the neighborhood, there would be no problem. She did not <br />have a problem with the four lots. <br /> <br />Commissioner Sullivan moved to deny PUD-13, and request that the applicant work <br />with staff to develop a three-lot plan that was in keeping with the requirements for a <br />rural atmosphere. Commissioner Arkin seconded the motion. <br /> <br />Chairperson Maas advised that the Commission had several options. One option was that <br />the Commission could vote to continue the item, and send it back to staff to work on the <br />four lots with smaller F ARs. Alternatively, the Commission could deny the PUD, and let <br />the appeal go to City Council. <br /> <br />Commissioner Roberts noted that this was a precedent-setting project, and noted that the <br />problem was Greenbriar Development. Presentation and discussion of the Findings of the 2001 Baseline Traffic <br />Report <br />The new baseline report summarizes the traffic projections generated by the <br />City's new traffic model and utilizes the 2000 Highway Capacity Manual method <br />to determine existing and future congestion Levels of Service. The 2001 Baseline <br />Report identifies new mitigation measures necessary to improve existing and <br />future traffic congestion levels to the City's Level of Service "D" standard. <br /> <br />Jeff Knowles, Deputy Director of Public Works, summarized the staff report.
