He urged the Planning Commission to consider proposal A and continue <br />with building the West Las Positas Interchange. <br /> <br />Mike Pirozzoli, 5925 Via Del Cielo, advised that he is for Plan A. He stated that this is an issue <br />that needs a City vote. He advised that it appears that this is an attempt to satisfy a neighborhood <br />area, rather than doing what is best for the City, in general, and all of the neighborhoods. He <br />noted that the Committee's consensus was not to build the interchange at West Las Positas, but if <br />it is built, they will come, so that must mean that it meets a need. He stated that with whatever <br />plan is considered, there will also be a safety issue. He asked why West Las Positas is so unique <br />with cut-through traffic. He noted that he feels every street in town has a question about that. <br />He also stated that he thought there was money available to build the West Las Positas <br />Interchange and he questioned whether there are funds that would come from the State that <br />would help defray costs if the City proceeds with building the interchange. He noted that he has <br />made use of the Hacienda interchange off ofI-580 a few times and he is glad that it is there. He <br />stated that this is a City-wide issue and maybe all of the neighborhoods need to be involved. <br /> <br />-- <br /> <br />Connie Cox, 3934 Petrified Forest Court, stated that she agrees that this is a City-wide issue. <br />She advised that she feels the West Las Positas Interchange will encourage people to get off of <br />the freeway, drive through town, and get back on the freeway. She stated that if the <br />improvements are made to Highway 84, this will cut-down on the traffic coming through <br />Pleasanton, and if that is the case, she thinks the braided ramp at Stoneridge should be <br />constructed and see if there is a decrease in cut-through traffic. She stated that she does not see <br />how the West Las Positas Interchange will benefit the citizens of Pleasanton; it will just benefit a <br />lot of people getting off of the freeway and cutting through Pleasanton. She expressed concern <br />about the impacts on the safety of children. She noted that while the West Las Positas <br />Interchange was in the 1964 General Plan, the Stoneridge interchange was not in that plan, and <br />there were not four schools in the area. She commented on information provided by staff <br />regarding noise impacts at one of the Committee meetings. She stated that she does not feel the <br />Committee has had the data it needed to make proper recommendations and she doesn't feel that <br />the City is adequately prepared to make decisions on what to do at this point. She reiterated that <br />it is obvious that the braided ramp needs to be done. <br /> <br />Mr. Pretzel reported that he has given a resident of Springdale all of the information he has to try <br />to try to get the people in the Stoneridge/Stonedale area up to speed. He advised that he believes <br />that there are "win/win" opportunities that exist, but have not yet been explored. <br /> <br />THE PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Sullivan noted that in reading the report he sees the basic problem is being able to <br />get traffic out of North Pleasanton onto 1-680 northbound, which causes traffic to back up into <br />Pleasanton and increases LOS. Mr. Homolka confirmed that this is accurate, especially in the <br />P.M. Commissioner Sullivan stated that both Alternatives A and C include the braided ramps at <br />Stoneridge, and differences in B, C, and D are, primarily, the widening of Stoneridge at Hopyard <br />and 1-680 and the additional widening over the overpass.
