The site is located in the <br />Downtown Revitalization District and is zoned CC (Central Commercial) District. <br /> <br />Heidi Kline presented the staff report, providing an overview of the proposal, hours of operation, <br />and issues related to parking. She commented on options for addressing parking needs. She <br />noted that staff is proposing that a review of the parking situation be completed after the business <br />has been operating for six months. Ms. Kline advised that the applicant has indicated to staff <br />that they would like to decrease the amount oftime between classes to 20 minutes. She noted <br />that approval has been given for IS-minute breaks for other class-type uses, and she does not <br />believe that 20-minute intervals would create a problem. She advised that staff is recommending <br />approval of the conditional use permit application. <br /> <br />In response to an inquiry from Commissioner Kameny, Ms. Kline advised that the Round Table <br />owners lease the parking lot from the property owner and the lessee would be assigning the use <br />of a portion of the lot to the applicant. Ms. Kline further advised that staff has asked that the <br />applicant have the Round Table owner contact the property owner regarding this arrangement. <br /> <br />Commissioner Roberts questioned whether it is legal to designate parking spaces for a particular <br />business and whether signage would be used to designate the parking spaces. Ms. Kline advised <br />that it is her understanding that the parking spaces would not be labeled and that it would be a <br />r- flexible arrangement. Ms. Seto noted that the City does not encourage the labeling of parking <br />spaces, and the Police Department does not enforce it. She further noted that a private property <br />owner could install signage and implement private towing, but most property owners are not <br />interested in this because they become liable to any damage to a vehicle that could incur as a <br />result of towing. <br /> <br />THE PUBLIC HEARING WAS OPENED <br /> <br />Jim Coughlin, 861 Chateli Court, represented the applicant. He stated that he recognizes that the <br />main concern is parking and advised that Jim Loney who owns Round Table Pizza is present and <br />can address Commissioner Kameny's concern about the issues related to the use ofthe parking <br />lot. Mr. Coughlin noted while the lot owned by the building owner is not paved, it will provide <br />parking, and they will be instructing most oftheir students to park there first, and then use the <br />spaces in front of the building. He stated that any overflow would then go to the Round Table <br />lot. He advised that the agreement that they have with Mr. Loney is that the instructors would <br />park in the Round Table lot. He also advised that they will encourage people to carpool, bike, <br />and walk to the yoga studio. <br /> <br />,-. <br /> <br />Mr. Coughlin advised that they would like to request two changes to the conditions of approval. <br />He requested that the 30-minute interval between classes be reduced to a IS-minute interval, <br />which would allow them to schedule two classes in the evening. He stated that the other issue <br />relates to the condition requiring the gate between the project property and the Round Table <br />Pizza property.
