<br />valleys for ecological reasons. He further stated that most of the houses in the subdivision are <br />- not very far apart. He advised that there is not a homeowner in Grey Eagle that hasn't had his <br />view blocked by another house and he agrees with Mr. Roberts' proposal. <br /> <br />In response to an inquiry from Commissioner Arkin, Mr. Harris advised that the building <br />envelopes were determined by the developer, Joe Boatright, or the project's engineer. <br /> <br />Michael O'Callaghan, 3425 Arbor Drive, advised that he was one of the first homeowners on <br />Grey Eagle Court and he worked with Mr. Boatright in designing the shapes of the lots. He <br />noted that the intent of lot 12 was to build a horse paddock at the rear of the building envelope <br />away from the house. He noted that Mr. Grove had the first choice and selected the lot with the <br />360-degree view. He advised that Mr. Boatright represented that these views would be basically <br />unobstructed. He further advised that Mr. Grove did approve three of the plans presented by <br />previous owners oflot 12. He noted that the proposed top elevation of two of the three houses <br />that Mr. Grove previously approved was 654 feet. In response to an inquiry from Commissioner <br />Sullivan regarding the potential size of the home on this lot, Mr. O'Callaghan advised that the <br />houses in the subdivision were suppose to be 2,500 to 3,500 square feet. <br /> <br />- <br /> <br />Mr. Grove noted that the photo that was shown earlier was a composite of two photographs taken <br />by Greg Plucker. He advised that with regard to the growth of trees that would block the view of <br />the city lights, he is not concerned about this because the CC&R's address this issue. Mr. Grove <br />asked support from the Planning Commissioners for a motion that he feels would arrive at a <br />suitable compromise. He distributed a copy of the language he would like to see in the motion, <br />as well as the language for an alternate motion. <br /> <br />THE PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Roberts stated that she is concerned about Mr. Schmidt's line of view and <br />commented that usually when houses are being reviewed and the issues of views into other <br />houses come up, landscaping is recommended to obscure the views. She suggested that <br />consideration be given to having Mr. Roberts install five 24-inch or 36-inch box size trees on Mr. <br />Schmidt's property, so that he has control over them. She further suggested that the City's <br />landscape architect be involved in determining the type of trees that should be planted. <br /> <br />Chairperson Maas advised that she would like to be sure that the view from the Bentley's <br />entryway is also softened with landscaping. <br /> <br />Commissioner Roberts expressed concern about the grading and where the fill will come from. <br />She noted that Mr. Plucker advised that Mr. Roberts intends to take off part of the knoll and use <br />that to fill in the slope to soften the view from the Schmidt's residence. She suggested that since <br />dirt will be moved around for grading, the kitchen/garage section of the house that the Groves <br />look at should be lowered. She noted that Mr. Roberts indicated that he would be willing lower <br />it 18 to 24 inches, and Mr. Plucker advised that it could probably be dropped three feet.
